Approved 7-0 Legislative Regulat- Agenda t5 Members of Specialized Public Finance presented the result s of the recent general obligation and sales tax revenue refunding bond sales. Jennifer Douglas said the savings incurred from the GO refunding bond sale is $467,000 and the savings from the sales tax revenue refunding bond sale is $355,000. Brainard thanked them for their good work. There was no action on this item. Provide each of the developers of the projects we have recently approved the opportunityto review and comment upon the analysis and the recommendations contained in the report; Assure that weare not placing framework for development atenadvantage, madisodvo other frameworks (at a minimum, a list of developments which are "grandfathered" to the existing rates and those who would beimpacted would beoppmphate)i Account for contributions already made under existing development agreements (at a minimum, developers should be asked to submit a list of "contributions" they have made which should be considered as part of the impact assessment); to speak and present it to the City Secretary on the dais, preferably prior to the start of the meeting. He did not describe what else is included in `their airport projections" nor whether these projections are part of the new 20 year (2025-2045) Airport Master Flan.. He did not explain or identify the spectrum of aircraft by type size and weight that encompass a CII design category. He did not explain the meaning o "the airport's design CII category". He did not explain or demonstrate where . the spectrum f category CH aircraft are located the lines of demarcation designating the current 30,000 pound, proposed 60,000 and still heavier poundage single -wheel loading aircraft. He did not explain why doubling the weight of this new heavier family of accommodated aircraft was necessary at this time rather than a program proposed in the new 20 year master plan. He did not provide or refer to any FAA documentation of necessity fort is action to meet any FAA requirements. There are added reasons for referring this item back to the GTAB for proper public vetting. These include recognition that the airport, by a well documented history of public opposition to increased operations, is an environmental problematic facility. Even maintenance can not be categorically excluded from PA reviews; that each of the past, current and future federal grant funded airport improvements are part of an overall huge maintenance and expansion program which have significant cumulative adverse impacts; this new program will require a new fart 150 Noise Compatibility Study; and the cumulative adverse impacts of the overall federally funded program for our airport will demand preparation of an Environmental Impact Statement (EIS) and consideration of all practicable alternatives. Mr. Mayor, I welcome any questions and/or comments from the City Council. In recent months, I have come to learn a lot about our airport and its long range master plan - information that has not been shared publicly by our city officials or through our local newspapers. In response to a letter on Nextdoor Serenada from Pam Jones, Mayor Ross wrote and I quote, "The Georgetown City Council has NOT made a decision to physically expand the Georgetown airport. In addition, I do not expect the Georgetown City Council to have any discussions in the foreseeable future for the physical expansion of the airport. Any work that is being done at the airport at this time is related to bringing the airport up to FAA standards however, the work is not related to physically expanding the airport. Mayor R•ss goes on to say and I quote, "in short, I do not know where you received your information, but I do know that it was not from the elected body of the City of Georgetown or any of our staff personnel regarding expansion plans of the Georgetown Airport. The information you heard, received or read is INCORRECT." I am confused for when I go to the Georgetown Airport website, Appendix C page 12, it shows land acquisition around the airport including my property,, to be acquired by easement or by fee. This document has a date of 2004 on it. I can appreciate that there are not plans today to expand the airport boundaries, but I would like an explanation of what this means and what assurance do we as property owners have that our land will not be acquired by the city for the expansion of the airport in the near future, as it is clearly stated in the Airport Master Plan. All I ask for is an honest explanation of how 'the long term plans will affect our property and our city. ACC members continue to ask for the public to have input in the plans for an airport that is owned by the people of Georgetown. Thank you for answering our questions and concerns honestly.
