Policy Develop eview Woi-kshop — Call to ordei° at 3.00 PM A Overview of the 2015/2016 Transportation Services Business Plan, Operation and Capital Budgets-- Edward G. Polasek, AICP, Transportation Services Director and Wesley Wright, P.E., Systems Engineering Director Mayor called the meeting to order at 3:00PM. Brainard, Eby, Hammerlun absent. With a Powerpoint Presentation; Polasek described the transportation business plan for the Council. He reviewed the six strategic goals from the 2014/2015 year and the status of each of those projects. He summarized the strategy for the implementation of the Airport Master Plan. He spoke about the storm water program. Fought asked and Polasek said the cost to repair the chip seal on Sun City Boulevard would be $1.9 million, Fought said it would be irresponsible of him to request this cost over the; course of a year. He said he would like to see something from staff about doing this over a long period of time. Polasek said the City has over 200 miles of chip sealed streets in the city. He said the city has about 5 miles of the new chip seal since last year. Fought said he does not like chip seal in Sun City because of the way the streets are used in the area. Hesser asked and Volk spoke about the airport FBO system. Hesser asked about tracking the airport leases and who is in charge of that. Volk said the city is currently using the utility system to track leases at the airport, He said the airport has bene working with finance, the utility and IT to come up with RFPs for an appropriate system to use to track leases. He said the city has developed a fist of potential vendors that assist with this issue. Wright reviewed the Transportation CIP and all of the related projects including street rehabilitation and a traffic signal at Austin Avenue and 5`h Street. He said the primary item is street maintenance and said they plan to spend $350,000 on rejuvenator treatment. He said there are $740,000 for hot -in place resulting maintenance and $1.6 million in chip seal treatment. He said there is a mixture of residential and arterials planned for chip seal. Jonrowe asked about chip seal in the east side of the old town area. She asked if it would be one course or two course treatment. Wright said that is proposed to be a single course with fog seal on top. Wright said double course treatment is for the arterials with more traffic. Wright said the city is also looking at doing a thin overlay at several streets; including Texas Drive. He said sidewalk projects were included in the bond election and he described some of the projects included in the plan for next year. He described the amount of money spent on drainage projects over the past five years. He spoke about storm water services and the projects planned under this area. He said the last item he has is in regards to the airport and he described what is planned for the airport over the next year. There was much discussion. Gonzalez asked and Wright spoke about which section of the Inner Loop project is the City's and which section is the responsibility of the County. There was much discussion about road improvements in this area. Jonrowe asked and Wright spoke about the 7'" street sidewalk project and how the only thing budgeted is design work. He said the same goes for 8'h, 9`h and Austin. B Presentation and Discussion of the Draft Transit Development Plan with Capital Metro — Nat Waggoner, Transportation Analyst and Ed Polasek, AICP, Transportation Services Director With a Poweropoint Presentation, Waggoner summarized the Georgetown Transit Development Plan. He introduced Michelle Meaux, Regional Coordination Planner for Capital Metro, who proceeded with the presentation. Meaux summarized what will be covered in the presentation. She spoke about what a transit plan is and the scope of work contained in the plan. She said the plan evaluated the existing conditions, assessment of CARTS service in Georgetown, field observations and public outreach, She showed Council a map from the census which showed where residents of Georgetown work. She said 34% work in Austin, 27% in Georgetown, 10% in Round Rock and the rest work in other areas. She showed Council an inflow and outflow analysis of the city. She summarized the existing conditions of the CARTS bus service. She reviewed the public outreach process for this project and the comments and suggestions they heard from the public, She said the public requested bus service to activity centers including Southwestern University, the Downtown Square and Wolf Ranch Shopping Center. She said they also requested connections to future high capacity transit services. She reviewed the service plan goals for the council. She summarized the recommended service characteristics including beginning service with cut -away buses, operating core system with four primary routes with a timed -transfer at a downtown transfer locations and phase in new service over time to meet demand including connections to regional services. She showed Council the proposed transit plan and the various routes proposed. Fought spoke about the importance of having multiple stops within the Wolf Ranch shopping center. Meaux agreed and said they plan to continue to provide the transfer service for downtown park-and-ride as well. She spoke in detail about the special events circulator and how that would work. She described the fixed route service plan operations and ridership including dates for each route as well as hours. She spoke about ridership and said, after the first year, it is expected to be 20,000 riders per route per year. There was much discussion about how to finance this type of project. Eby arrived at the dab. Hesser spoke about the concerns he has about funding this service and added he is not ready to support this until hesees the numbers. Meaux said GTAB will beseeing all ofthe numbers edtheir next meeting. Gonzalez said he understands this is a service and not for profit, but noted he wants to make sure it is financially sound. Jonrowe said she would like to see some feasibility on some after school routes for students who may want to go to the library orwork opportunities. Mayor asked andMeaux said 15.OUOpeople come toGeorgetown towork every day. Meaux spoke about how they will bemonitoring ridership nnthey can continue toupdate these statistics and make any changes that need hobemade. C Presentation regarding Downtown Parking Study completed by Carl Walker, Inc. -- Laurie Brewer, Assistant City Manager With a PowerpointP ntaO Brewer summarizedthebisto of this study and introduced AndyK8iUer, from Carl Walker Inc. Miller reviewed their scope of work for this project. He said they did an online survey and did a lot of community outreach on this subject matter. He spoke about the kind of information they reviewed to aide in the development of this study. He said the focus area of the project is the downtown square area because that is where the parking crunch currently exists. He said they received 561 responses to the downtown parking survey, which is a very high response amount. He summarized some of the results from this survey. He spoke about how 60% of business owners park on the street, He showed Council a map of the core area existing surface parking lots. He said he views every surface area parking lot as development area. He said the City of Georgetown has a total of 640 on street parking spaces in the core area and he reviewed the off street parking spots as well. He spoke about the peak off-street occupancies. He spoke about the three hour parking time limit policy. He said customers have come back and said that two hours is not enough time to enjoy their stay. He said he supports the three hour limit but added it would be beneficial to research some type of parking enforcement technology. He spoke about how it is hard to enforce the parking regulations under the current enforcement procedures. He reviewed the Austin Avenue pedestrian issues and spoke about how it is a challenge. He said part of the problem is the pedestrian crossings are not properly marked. He spoke about Red Poppy Festival parking and traffic observations about parking during events downtown. He spoke about the lighting on the street and in surface lots on the west side of Austin Avenue and how it is inadequate, which is a safety concern. He said the county garage is significantly under-utilized. He spoke about some specific short term recommendations for parking issues downtown, including an educational aspect which will show visitors where they Gan park. There was much discussion. Fought spoke about Austin Avenue and how the City removed the parking on that street. Walker said heheard form a business owner who told him that removing the parking has not negatively impacted their business. Gonzalez spoke abouthmm parking can be a lot ofeducation. There was o lot mfdiscussion regarding pay based parking and Walker spoke about how that is not recommended. He said they do not see any additional expansion of parking in the downtown area without building parking structures. Jonrowe asked about the possibility of an incentive program to encourage employees and business owners to park off of the street. Walker spoke about some strategies for that idea. Mayor expressed his concerns about the three hour parking and spoke about how he thinks it is not enough time. There were many comments.
