A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF
GEORGETOWN, TEXAS, AND DIJ CONSTRUCTION COMPANY.
AUTHORIZING CONSTRUCTION SERVICES RELATED TO WATER
SYSTEM IMPROVEMENTS AND AUTHORIZING THE MAYOR TO
EXECUTE THE SAME.
WHEREAS, the City of Georgetown, Texas, is the major
distributor of water within its corporate limits; and
WHEREAS, the City Council finds that safe and efficient
distribution of water is essential to the operation of the
City's Public Utilities Department; and
WHEREAS., DIJ Construction Company and the City of
Georgetown desire to enter into an agreement for construction
services related to water system improvements of the Rock
Street water transmission line and authorizing the Mayor
to execute the same;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GEORGETOWN, TEXAS:
Section I. That the City finds the recital set forth
above are true and correct and are incorporated herein.
Section II. That the City Council approves the agreement
between the City of Georgetown and DIJ Construction Company
for construction services related to water system improvements
of the Rock Street water transmission line and authorizing the
Mayor to execute the same, which is attached hereto and
incorporated herein as if fully set forth at length.
Section III. That the Mayor is hereby authorized to
execute the contract documents and City Secretary to attest.

SUBJECT: Award of Construction Contract for Rock Street
Water Transmission Line - Project No. 00435
On August 9, 1988, City Council approved a contract for engineering
services with Steger and Bizzell for the completion of plans and
specifications to the Rock Street water line improvements. Since
that time the plans and specifications have been prepared and
published for advertisement with bids being received on
October 12, 1988.
Attached to this memorandum is a bid tabulation sheet showing
the outcome of those bids received, with the low bidder
DIJ Construction Company of Bertram, Texas. The low bid of
DIJ Construction Company was $159,200.80. This amount is
approximately $50,000.00 below the original engineering
estimate prepared by Don Bizzell.
According to the mutual agreement between the City of Georgetown
and Williamson County, the cities share of this cost will be 60%.
This amount includes engineering and construction of the
project. Including engineering into the construction bid will
leave a total project cost of $171,236.38. The cities participation
would be $102,741.83. Due to the nature of unit bid contracts a
project budget of $118,921.84 will allow some fluctuation in the
final costs of the construction, with the exception of change
orders that outline changes in the original concept of the
drawings and specifications and require council approval.
Therefore, I am requesting that the City Council approve a
project budget amount for the total project, construction and
engineering, of $196,921.84, of which the cities participation
on a 60/40 share would be $118,153.10. This project budget is
a 15% increase over the total bid amount.
Funding source for this project will be Water Bonds.

fn October 12, 1988 at 2:00 P.M., bids were received at City Hall in
Georgetown and read aloud4 A total of nine bids were received and
tabulated. D.I.J. Construction Co. of Bertram, Texas was the low bidder in
the amount of $159,200.80. This is approximately $50,000.00 below our
engineering estimate.
Although this company has not to date done any work on a project where we
were the engineer, I do not have any reason to believe that they can't do
the job satisfactorily4 I have included a copy of a letter I requested
from D.I.J. where they indicate that they have previously worked for the
City of Georgetown, therefore, it would be my recommendation, unless I hear
otherwise from the City, that the bid be awarded to D.I.J. Construction Co.
I am returning the bids to you and would recommend that you return all of
the bid bonds except the low bidders. I would also recommend that you
place this item on the October 25th City Council agenda for action. I will
have the contract documents prepared for execution at that time.
