Approved 7 R Public Hearing and First Reading of an Ordinance amending portions of the Unified Development Code :.® relating to the development standards, rules, and procedures that affect properties located in a Historic Overlay District and/or listed on the Historic Resource Survey -- Laurie Brewer, Assistant City Manager (action required) Synatschk introduced the item and thanked the staff members who worked on this proces& He provided Council with a background of this issue and he spoke about the community review proces& He reviewed all of the proposed UDC amendments for the Council in great detail and summarized the next steps in this process. Bryant Boyd, Richard Cutts expressed their opinions on these proposed UDC amendments. Public Hearing was closed 6:59PM Jonrowe said she has a lot of questions and, at the very least, Council needs another Workshop on this item. She s id she does not think it would be bad to postpone this until there is another hearing and workshop� al Motion by Jonrowe, second by Eason to postpone this item until the first Council meeting in April, and direct staff to have another public workshop, HARC workshop and Council workshop. Eason said she agrees with Jonrowe's concerns. She said she thinks it is definitely time to look at these Public Hearing and First Reading of an Ordinance for a Rezoning of a 0.12 acre tract described as Lost Addition, Block 64 (part), located at 211 West 11 th Street, from the Residential Single-family (RS) district to the Mixed Use — Downtown (MU -DT) district -- Matt Synatschk, Historic Planner and Sofia Nelson, Interim Planning Director (action required) Synatschk described the item and showed a map of the rezoning for the City Council. Approved 7-0 Y Second Reading of an Ordinance amending the 2014/15 Annual Budget due to the timing of capital and other projects approved in the prior year, appropriating the various amount thereof and repealing all ordinances or parts of ordinances in conflict therewith -- Lisa Haines, Controller and Micki Rundell, Chief Financial Officer (action required) Wei Motion by Hammerlun, second by Jonrowe to approve. Approved 7-0 Z Second Reading of an Ordinance on a Rezoning from the Local Commercial (C-1) District to the Planned Unit Development (PUD) District for 13.1501 acres, described as Lots 5-7 of the Village Gate at Sun City Fina' Plat, located at 70 Del Webb Blvd., to be known as Seven Strand Senior Living -- Valerie Kreger, AICP, Principal Planner (action required) Kreger described the item for Council and spoke about the rezoning request in detail. She described the two restrictions that were put in place at the first reading of the Ordinance and how they have addressed those restrictions. She read the caption of the Ordinance on second reading. Speaker, Bob Sobotik, spoke about how this will affect traffic in the area. Motion by Gonzalez, second by Fought to approve, Approved 7-0 th Maddox described the item and the amendment to the development agreement in detail. He described the various terms of the agreement, He noted staff is recommending approval of this item. Speaker, Jill Fussell, asked how this would solve the problem of the intersection of Sun City and Shell Road failing over the next five years. He said staff has reviewed the traffic impact analysis and does not anticipate future issues. She said she recommends that Council not pass this because it will cause more problems along Williams Drive. Speaker, Mark Dietz, said this is a difficult issue and he thanked the Council for all of their hard work on this. He said the development's contribution is being made and they will address these problems. He said they are hopeful that this amendment process would be approved tonight. Motion by Hammerlun, second by Gonzalez to approve, Approved 7-0 AB Second Reading of an Ordinance for a Comprehensive Plan Amendment to amend the Overall Transportation Plan, and the Future Land Use/Transportation Plan Map, by removing a Proposed Collector roadway (Verde Vista) from crossing the property at 410 Shell Road, described as 33.77 acres in the Joseph Fish and David Wright Surveys, between Shell Road and the City Boundary at the Serenada West subdivision -- Mike Elabarger, Senior Planner and Sofia Nelson, Interim Planning Director (action required) Maddox described the item and said this is removing the roadway (Verde Vista) from the comprehensive plan amendment. He said this item is related to the previous one. He read only the caption of the Ordinance on second reading. Project Updates AC Project Update and Status regarding American with Disabilities Act (ADA), Downtown Facilities, Downtown Parking, Summit at the Rivery Hotel and Conference Center, Lease Agreements related to City-Owned Property Overall Transportation Plan, West Majestic Oak Lane and Apache Mountain Lane, Council Project Log, and Project Updates for the Georgetown Economic Development Corporation (GEDCO), the Georgetown Transportation Enhancement Corporation (ETEC), and the Georgetown Transportation Advisory Board (GTAB), and Possible Direction to staff -- Jim Briggs, Interim City Manager Briggs said staff has been working with TXDOT on the 1460 project getting ready to start. He said there has been some delay on getting that started but it is now ready to go. He continued to discuss some of the project updates. He spoke about the Pecan Branch commercial development at Lakeway and 35. He said that will go to ETEC and then back to Council for discussion. He said staff will soon be working on Pulte, Majestic Oaks and Shady Oaks. Public Wishing to Address Council On a subject that is posted on this agenda: Please fill out a speaker registration form which can be found on the table at the entrance to the Council Chamber. Clearly print your name and the letter of the item on which you wish to speak and present it to the City Secretary on the dais, preferably prior to the start of the meeting. On a subject not posted on the agenda: Persons may add an item to a future City Council agenda by contacting the City Secretary no later than noon on the Wednesday prior to the Tuesday meeting, with the subject matter of the topic they would like to address and their name.
