Briggs provided some opening remarks about the upcoming budget process. With oPowerPoint Presentation, ho
said staff has gotten together tospeak about the upcoming process. Hesaid heproposed thottheupcoming
budget be moreinterneU focused because there have been a lot of external changes over thpast year.H aid
staff also has unfinished business related to EMS as well as issues that have started and need to be thoroughly
vetted, including facility planning and parks projects. Hesaid there are resource plans that need tobefinalized
and hasaid staff has anupdate hzthe master plan aowell. Hespoke about how the implementation and
management of a road bond initiative is on the radar. He said, even without new programs, there are a lot of
things that staff must concentrate onover the next year. Hesaid staff islooking etthis inorder 0mtreat the tax
rate conservatively with the goaluf perhaps lowering the tax rate. Hesaid that isabrief overview and, with that,
he introduced Rundell and Brewer to the Council who continued the presentation.
Rundell said, auBriggs mentioned, this |oekick off ofthe 2Oi5/1GAnnual Budget process. She said the goal uf
staff is the stabilization and completion ofexisting projects. She reviewed the proposed budget process 'aaitwill
occur on the Council level. She said there will bmregular workshops components nfthe budget procaaa She
said each session will be clearly posted as a budget workshop and they will help Council link early steps to the
summer balancing and adoption process. She said today is the official budget kickoff with a brief overview of the
five focus areas, what has been accomplished to date and an effort to affirm the priorities already underway. She
said staff will be asking for policy direction on the 2015 tax rate with the goal of reducing the tax rate. She showed
Council the budget puzzle, which shows all of the meetings and discussions that will take place in order to finalize
the budget. She said every element is a key element in making the budget decision.
Brewer reviewed the city's five focus areas and the major accomplishments undorthmeeoreao.RundeUnaidtha
funding goal for this budget io0ureduce the tax rate ifpossible. She said staff would like hoclarify Council
direction regarding the balancing nfexcess funds and one time funding. She noted staff would like toensure
proper communication including specifically identifying budget wmrkohopoondhigh|ighhoQ^parhing|ot'hema.
She provided Council a brief summary of the budget workshop calendar and process moving forward.
