An Ordinance of the City Council of the City of Georgetown, Texas, amending the Comprehensive Plan with the adoption of an updated Overall Transportation Plan, providing for the terms and conditions of such adoption, providing that a public hearing has been held; providing a conflict and severability clause, and establishing an effective date. Whereas, the Overall Transportation Plan guides roadway improvements, construction of new facilities, outlines and implements the City's transportation goals and serves as the basis for compliance with State and Federal transportation planning bodies' policies; Whereas, the Transportation Service ' s Division and Planning -Department have completed technical studies and gathered public input to the Plan; and Whereas, public notice of the public hearings was accomplished in accordance with State Law, Section 1.08 of the City Charter, the 2030 Comprehensive Plan, and the City's Unified Development Code through newspaper publication; and Whereas, the Georgetown Transportation Advisory Board, at a meeting on February 13, 2015, held the required public hearing and submitted a recommendation of approval to the City Council for the requested comprehensive plan amendment; and Whereas, the City Council, at a meeting on February 24, 2015, held an additional public hearing prior to taking action on the requested comprehensive plan amendment. Now, therefore, be it ordained by the City Council of the City of Georgetown, Texas, that: Section 1. The facts and recitations contained in the preamble of fl -ds Ordinance are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this Ordinance implements the vision, goals, and policies of the Georgetown 2030 Comprehensive Plan and further finds that the enactment of this Ordinance is not inconsistent or in conflict with any other policies or provisions of the 2030 Comprehensive Plan and the City's Unified Development Code. Section 2. The 2030 Comprehensive Plan: Overall Transportation Plan is hereby amended and adopted as show in Exhibit A to this Ordinance. Section 1.12.0 30 of Georgetown Comprehensive Plan in the Code of S,rdinances of the City of Georgetown is hereby amended as follows - In accordance with Chapter 1.08, Subsection 2 of the Georgetown City Charter, the City Council of the City of Georgetown has adopted that certain document entitled the "Overall Transportation Plan" for the purpose of directing the City Council, staff, and/or commissions in rendering actions, and resolutions relating to the utilization of all of the available resources within the City and its Planning Area for the purpose of developing a public transportation network of roads. This document is dated February 24, 2015, and mav be amended from time to time. Section 4. The 2030 Comprehensive Plan: Overall Transportation Plan shall be implemented in accordance with the administrative procedures of the 2030 AWTTWonsistent with state law and Unified D••rnotification and - procedures. Section 5. All future ordinances of the City implementing' elements of the 2030 -Pj e ado� t -�t�h rted 2030 Comprehensive Plan. Section 6. All ordinances and resolutions, or parts of ordinances and resolutions, in co-clict with tl-ds Ordinance are her�by rej2ealed, and are no long r of any force and effect. Section 7. If any provision of this Ordinance or application thereof to any person or circumstance shall be held *invalid, such invalidity shall not affect the other provisions, or application thereof, of this Ordinance which can be given effect without the invalid trovision or application, and to this end the provisions of this Ordinance are hereby declared to be severable. Section 8. The Mayor is hereby authorized to sign this ordinance and the Cia Secretary to attest. This ordinance shall become effective in accordance with Z frovisions of state law and the City Charter of the City of Georgetown.
