The Georgetown City Council will meet on Tuesday, December 9, 2014 at 4:00 PM at the Council Chambers, at 101
E. 7h St., Georgetown, Texas

A Update on Public Safety Operations and Training Center— Codi Newsom, Senior Project Manager and Wayne
Nero, Chief of Police
With a PowerPoint Presentation, Newsom provided an update to the City Council. She spoke about the domestic
water line break that occurred in the building over Thanksgiving break. She said this is an insurance claim and will
not be an additional cost to the city. She said a professional came in, cleaned everything up and will certify that
there will not be any mold issues. She said this has, unfortunately, put the project behind schedule. She said
they are looking at about another two weeks. She said any delay costs will not be on the city. She said she has
been told it will not affect the furniture install or move in dates. She said they are waiting on a final schedule from
Bartlett -Cock. She provided Council with a set of construction progress photos. She said ceiling tiles are being
painted and the high density shelving is being installed. She brought the schedule forwarded and said it has not
yet been updated. She spoke about the cost overview and said they are at $211,374 remaining in GMP
contingencies. She said the city is still sitting at $180,000 in TPC budget balance. She summarized the
anticipated future costs for the City Council.

Fought asked if PIDs can be used for amenities. Mark said the amenities must be publicly owned. Hesser asked
and Mark spoke about how they try to make the bond callable in 5 years. Brainard asked how the administrative
and legal fees compare with those of a MUD. Mark said it should be less. Brainard asked and Mark said the PID
bonds would also be muni bonds. Brainard asked how the issuance of a PID bond would affect the city's bond
rating. Mark said that question has many answers but added he has never seen them adversely affect the bond
rating. Brainard asked and Mark said if a homeowner misses their payment for more than two years delinquent
he would recommend the city workout a closure action. He said it is ultimately the city's responsibility. He said
he has rarely seen that situation be necessary. Hesser asked that Mark describe an example of when a PID
might fail Mark said that is rare and described one instance. He said one of the reasons he likes Texas is that
there is no instability on property values such as in Arizona. Hammerlun asked and Mark spoke about size and if
there is a minimum with PIDs. Gonzalez asked if there is a sweetspotfor the PID in terms of size. Mark said he
does not think so and everyone is different based on the community. Mark said they want a property that can be
built successfully. Jonrowe asked for recommendations on the effects of these developments on homeowners.
There was much discussion.
C Presentation and possible direction to staff on design options for city websites -- Keith Hutchinson, Public
Communications Director and Laurie Brewer, Assistant City Manager
Hutchinson described the item and introduced representatives from Steel Branding. He said today there are two
different designs with navigation elements that they would like Council's input on. He said, based on Council's
input, they will make more adjustments before the rollout the design to the public for more input. He said, what
Council will see today are two different versions of the homepage. He said they still have a ways to go before
they are finished.
Crystal Cook, of Steeling Branding, presented a PowerPoint and walked through the city website option. She said
they are hoping to get Council's initial feedback on these two website directions. She said they are trying to build a
website that is accessible, engaging and provides an intuitive online experience for the user. She said they want
to make use of best practices to avoid stressing or confusing the user. She said they want it to look great. She
spoke about the research they have done since August and said they are available to council if they would like to
view the results. She said they reviewed websites considered by the City of Georgetown to be aspirational. She
moved on and presented the different concept options for the website. She said the first concept is what they call
"where life is good." She described this option in detail. She said the second concept is `life in balance" and she
spoke about this as well.
Mayor returned to the dais.
Gonzalez said he prefers the "life in balance" option. He said it is more relaxing, you can get as involved as you
want to and there is a feel of ease. Hammerlun agreed and Cook said there is a balance between navigation and
marketing. Fought said he also likes the second concept and said he would like to seethe pictures change. Cook
confirmed that the many photos change every few seconds. He spoke about the importance of the search engine.
He added a "Frequently Asked Questions" section would also be helpful. Brainard said it all looks nice. He said
the geography of the city is unusual and novices are not familiar with where interests are located throughout the
city. He said a map on the city that is not standard google maps but easy for people to understand where the
major shopping areas are would be useful He said the city should also consider a twitter feed. Eason said she
supports Brainard's comments. She said she would rather highlight the things that would bring people to
Georgetown to be actively participating in what we have that we have worked so hard and spent so much money
on. Jonrowe said she responded to the "where life is good" design more. Jonrowe spoke about how it would be a
good idea to develop a master calendar that would include more than just city activities. There was much
discussion.
