Statutory Consent Agenda The Statutory Consent Agenda includes non -controversial and routine items that may be acted upon with one single vote. Approved 7-0 Legislative Regulai- Agenda tn' tn Consideration and possible acbon to approve an agreement for additional audit procedures for the Georgetown Airport with Weaver & Tidwell, the City's external auditor -- Micki Rundell, Chief Financial Officer, Mike Babin, Deputy General Manager of Utilities and Ed Polasek, Transportation Services Director Rundell described the item for Council. She introduced a member from Weaver & Tidwell to the Council. Kevin Sanford of Weaver & Tidwell greeted Council and introduced Dan Graves, who is also a member of the audit firm. Sanford reviewed what was discussed with management and what would address the Council's concerns. He said they plan to drill down and do a stand-alone audit of the airport fund. He recommends, after they complete the audit, they have their advisory group come in led by a separate partner to do some additional procedures. He spoke about what some of these additional procedures might be. Fought said he supports this outside audit. He said they want to make sure the outside audit reports directly to Council and there no intervening or filtering. He said there was a point where it was decided not to give the Airport Advisor y Board financial information. He said he would like to know how that decision was made, who made the decision and the rationale for it. He said the City needs to prevent the circumstances like that from happening again. He said they are the city's regular auditor and asked if exploring that area puts them in conflict in relation to the other audit. Sanford said doing the audit of airport does not put them in conflict. He said that is why they will be turning to their other department for part of the audit, especially the operational aspects. Brainard asked and Sanford said this would entail both a financial and performance audit. Rundell said it would be 000 additional funding for this process. Jonrowe asked about the operations and procedures portion of the audit and said she would like to know more about the scope of that. Graves spoke about how they would move forward with the operations and procedures portion of the audit. There was much discussion about this. Brainard asked and Rundell spoke about the proposed funding source for the project. Motion by Brainard, second by Gonzalez to proceed with the audit using funding sources as identified by staff. Approved 7-0 certainly provide that sort of information with their report if Council wishes. Forwarded from the Georgetown Transportation Advisory Board (GTAB): Consideration and possible action to renew the current contract with Avfuel Corporation to supply aviation fuel (Jet -A and I OOLUAvgas) and services to the Georgetown Municipal Airport, in the estimated annual amount of $2,600,000.00 -- Curtis Benkendorfer, Acting Airport Manager, Edward G. Polasek, AICP, Transportation Services Director and Bridget Chapman, City Attorney Polasek described the item for Council and said this is the final year of the AVGAS fuel contract. He said the city will have to approve a new contract next year. Motion by Hesser, second by Fought to approve the contract. He said, in order to continue receiving money in the future, the city is service to match the federal money as well as an additional $100,000 available for the transit development planning. He said the city has already been working with the consultant for capital metro and we look forward to successfully completing the update to the transit plan. :esser to approve. Brainard asked and Polasek said this isamon-call bus service inGeorgetown. Hesaid we have todomtransit development plan that includes a potential fixed route as well as inter -modal connectivity. Hesaid the city is only paying for the on -demand service at this time. There was much discussion. Fought said he has read all of the materials and he understand the arguments. He said he thinks the best way to proceed is to go ahead with a planned unit development process. He said that can be done in 60 days and it gives good chance for public input and does not back Council into a corner on a type of decision that would have spillover effects. He said the neighbors in Sun City want to know more about it and want to comment on it and the PUD process would allow for that. Motion by Fought, second by Hammerlun that Seven Strand move forward with the Planning Unit Development process. Gonzalez asked and Masson spoke about why the city cannot consider the Ordinance approved for that property a PUD. Public Hearing was opened at 7:15PM Speaker, Chris Brown, spoke about his concerns over this development and its effects on the traffic and access in the area. He spoke about how he is concerned with how this development will change the cul-de-sac at Ashwood Lane. He said he would like for it to stay a cul-de-sac. Fought said this drives home the point that there iaadifference between preserving the integrity ofa neighborhood and moving traffic. He said there needs to be a discussion on how to balance those two issues.
