Bermudez v. City of Georgetown. Approved 7-0 Motion by Jonrowe, second by Hammerlun directing staff to negotiate terms of a settlement agreement with Williamson County for final reconciliation and resolution of the Williams Drive Project and to bring the proposed settlement agreement to the Council for approval. Approved 7-0 Motion by Jonrowe, second by Eason direction staff to obtain a comparative market analysis for potential purchase of VFW parkland for presentation to the Parks and Recreation Board and subsequent recommendation to Council concerning the purchase transaction. Approved 7-0 Motion by Jonrowe, second by Brainard to authorize the GUS team of staff and power supply consultants to negotiate with the lowest evaluated solar energy bidders to develop contract terms and conditions and return with the final negotiated terms to City Council for future consideration. Consistent With Council policy, this should be completed securing the most appropriate resource that best meets the supply needs of our system at the lowest possible cost. Polasek reviewed the next steps in the processi including adopting the resolution creating the TIZ, monitoring re Ile timeline for their system. He spoke about applying for funding and the process for meeting all of the necessary requirements. He spoke .•a their funding • in its entirety. He listed the various benefits • having a rail station in the community. He said they anticipate starting the project between 2020 and 2024. Speakers William Snead, Rick Lutowski, Terry Putnam and Bill Kelberlau expressed their thoughts and opinions on this issue. He said he wants the input of the city's advisory committees on this subject matter. He «• he wants it to go to GGAF, GTAB and have it come back. Motion by Fought to, second •.y Brainard to postpone this item to •' earlier than the first meeting in November in order to gather the opinions of GGAF and GTAB and bring it back to Council for consideration. Brainard asked and Foster said the only timing requirement is to detennine whether or not the city will be in this agreement by the end of the year. Polasek said GGAF and GTAB can hold special meetings in order to make that timeline. Jonrowe asked and Fought said he wants these boards to look at the TIZ in the bigger context of what wfli I occur in that entire area. Jonrowe said, as a representative on GTAB, they are also piggybacking on CapMetro and other options. She said they could also look at the TIZ. Gonzalez said a lot of these questions were asked over a year ago and the Council is just now getting answers. He noted this presentation is just bringing up even more questions. He listed some of the questions he has about the agreements. He noted a lot of the data in the contract is premature because it is all dependent on the environmental. Gonzalez said his opinion is that it is premature in setting up a TIZ until more of these questions are answered. There was much discussion. 11 Consideration and possible action to approve a Resolution authorizing the financing by the New Hope Cultuff Education Facilities Finance Corporation for Wesleyan Home, Inc. located within the City of Georgetown Micki Rundell, Chief Financial Officer Rundell described the item and said it will allow tax exempt financing for Wesleyan Homes. Polasek, AICP, Transportation Services Director and Mark Miller, Transportation Services Manager Miller described the item for Council, He said there were five competitive bidders for this contract. He said statf broke the project down into two sections. He noted this is one of those sections of projects. He described the streets that are included in this project. Ensure that the development of this master plan conforms to FAA Advisory Circular 150/5070-611 — Airport Master Plans. It is certaiU that federal grants will be requested for projects identified for continued development of the airport making conformance with this federal guideline mandatory for the study and for grant applications. Conformance with the said FAA guidance will ensure understanding of the National Environmental Policy Act (NEPA) by both the public and city officials. 4. Use the city's current Sidewalk Master Plan and Public Facility Access Audit as a model for managing involvement and participation of the entire community. Include taxing districts for public involvement with the plan. purpose, content, and proposed use of the plan. The city's use of TV and news media outlets for public information and persuasion of its street maintenance sales tax ballot option and copious news media notices of annual tax information is evidence that the city can and will provide public information when it so chooses. The city has an excellent public information office. Use it for this cause. The city has an opportunity to work with the general public in development and use of this Airport Master Plan update.
