HomeMy WebLinkAboutRES 890306M A RESOLUTION TO INDICATE SUPPORT OF THE ESTABLISHMENT OF A 9-1-1 SYSTEM, THE IMPLEMENTATION OF A 9-1-1 FEE AND SURCHARGE IN THE CITY OF GEORGETOWN AND PARTICIPATION IN THE 9-1-1 REGIONAL PLAN. WHEREAS, the 9-1-1 Emergency Telephone Number is a dedicated nationwide emergency number for police, fire and ambulance which provides major lifesaving advantages to citizens and public safety agencies; and WHEREAS, Article 1432f, of the Vernon's Texas Civil Statutes, as amended, authorizes the establishment of the Advisory Commission on State Emergency Communications and the implementation of Enhanced 9-1-1 Emergency Telephone Systems in Texas; and WHEREAS, Article 1432f authorizes the implementation of 9-1-1 through the development of regional plans and allows for counties having a population of 120,000 or less and cities within those counties to participate in the plan by resolution of their governing bodies; and WHEREAS, Article 1432f authorizes the Advisory Commission on State Emergency Communications to establish in areas participating in the plan, a 9-1-1 service fee of not more than 50 cents a month per local exchange access line and a 9-1-1 surcharge on each customer receiving intrastate long-distance service of not more than one-half percent; and WHEREAS, the City Council of the City of Georgetown, Texas approves participation in the county and regional plan and proposed budget; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS: Section I; The Council finds that the recitals set forth above are true and correct and are incorporated herein for all purposes. Section II; The City Council provides its wholehearted support to the establishment of an enhanced 9-1-1 Emergency Telephone Number and the implementation of the 9-1-1 fee and surcharge in the City of Georgetown and chooses to participate in the 9-1-1 regional plan in accordance with Article 1432f. Anderson, III SUBJECT: Resolution Supporting 9-1-1 and Proposed CAPCO Budget DATE: August 1, 1989 CAPCO has requested a subsequent resolution supporting 9-1-1. They have provided a proposed budget (system and hardware only) to be funded through the fees and surcharges charged to telephone customers. The City's cost in this system should only be associated with personnel. Any additional costs would be incurred if basic 9-1-1 is implemented prior to the regional system being plugged in. Major Project/Program proposals have been submitted in this Division's 1?69-19?0 proposed budget to the City Manager. These proposals are minimal at best, as they relate to personnel* However, system and equipment costs will enable us to use the system on its most basic level and provide the service with cooperation between the Williamson County Sheriffs Department an4 Emergency Medical Services. Additional funding will be provided (before the enhanced level is anticipated to be established) to provide partial development of the database necessary (approximately $500.00 per month) for the automatic location system.
