HomeMy WebLinkAboutRES 890238RESOLUTION NO. qo� 3 <3 A RESOLUTION APPROVING AN AMENDEMENT TO THE CONTRACT BETWEEN THE CITY OF GEORGETOWN, TEXAS AND UNIVERSAL ELECTRIC CONSTRUCTION COMPANY. AUTHORIZING CONSIDERATION OF APPROVAL OF CHANGE ORDER RELATED TO THE ELECTRICAL SYSTEM UPGRADE AND AUTHORIZING THE MAYOR TO EXECUTE THE SAME. WHEREAS, the City of Georgetown, Texas is the major distributor of electrical utilities within its corporate limits; and WHEREAS, the City Council finds that safe and efficient distribution of utilities is essential to the operation of the City's Public Utilities Department; and WHEREAS, Universal Electric Construction Company desire to enter into an agreement for construction services related to the electrical system upgrades, in accordance to the change order and authorizing the Mayor to execute the same; WHEREAS, the City Council has found that this action implements (Utilities/Energy Policy 3) of the Century Plan - Policy Plan Element, and is not found to be inconsistent of in conflict with any other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the Policy Plan. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY CA GEORGETOWN, TEXAS; I SECTION I. That the City finds the recitals set forth above are true and correct and are incorporated herein. SECTION II. That the City Council approves the change order in the amount of $23,991.13 for Electrical System Upgrades Project No. 00337, and all backup information is attached hereto and incorporated herein as if fully set forth at length. SECTION III. That the Mayor is hereby authorized to execute the change order documents and City Secretary to attest. PASSED AND APPROVED this 1-3&h day of 1989. APPROVED: ATTEST: c. College Street Georgetown, Texas 78627-0409 RE: City of Georgetown - Contract No, GEO-88-`ED-1 Sections A-1.1 and A-1.2 Reroute Gentlemen: In response to your request of April 3, 1989 Universal herewith submits its bid tabulation sheets for the subject changes in the distribution work. The details enclosed will show this change to be a net increase to the contract of $23,991.13:. This increase may be explained as follows: 1'. The already known unit prices and materials in the new line segment as presented to Universal (before Universal priced any new labor units) was more than $6,000.00 greater than the line segment deleted. 2. Of the $23,991.13 increase $4,976.77 is owner furnished materials. 3. The handling and transferring hot of the existing 336 ACSR circuit and neutral has no counterpart in the removed line segment. 4. There was no removal portion in the deleted segment. 5. Several new structures in the new line are.double circuit. 6. The conductor size was increased from 336 ACSR to 795 ACSR. 7. The new 795 ACSR will need to be pulled in above the hot bottom circuit. We look forward to your approval of these prices so that we might timely complete this project for the City of Georgetown. These imurovements to the Electrical System contained mainly reconductor of existing service lines, and increasing the level of service to certain areas of -the City. The scope of this project was also to include a portion of a newly constructed line along IH 35 from the Georgetown substation at State Highway 29 to •- '•. Recently the Texas Department of Highways and Public Transportation has listed several new proposed projects within the Georgetown area. Of these projects forthcoming in the future are frontage roads along the interstate that are scheduled to be completed sometime in the 90's. Because of this fact, the permit for construction license within the right-of-way was more restrictive than first indicated by the Highway Department. The restrictions proposed on utility construction along this routing would make construction of this line impractical without the addition of easements along the adjacent West property. In negotiations with the property owners adjacent to this portion of right-of-way, a granted easement for the construction of this line was not going to be possible and the purchase of this right-of-wav would be extremely expensive. Therefore, staff has realigned the proposed routing of this line to the next most feasible route. This routing entails Peconduotoring of an existing line and a portion of some rebuilding in order to supply the adequate capacity needed to supply the area along Leander Road, West of IH 35. In order to re-route and change the scope of work as was originally presented, a change order is mandatory to affect this change. At the request of the City through its engineer McCord Engineers, this particular change order was designed and sent to Universal Electric for pricing. Attached to this memorandum is a copy of that routing alignment and -the proposed increase in cost of the contract because of this change. The change as submitted by Universal Electric, using their base bid prices and increased quantities, has been presented as an increase M f $23,991.13. This increase will be added to the original contract price of $147,580.48. The original estimate for construction of this contract was approximately $212,000.00. With the change to the base bid contract, we will still be considerably lower than the M' iginal estimate and will not increase the contract by greater than 25%. At this time the contractor has completed all phases of the work with the •. of this change • Therefore, City staff is recommending the approval of the change order to Universal Electric Construction Company in the amount of $23,991.13.
