HomeMy WebLinkAboutRES 890146WHEREAS, the City Council of the City of Georgetown, Texas, in their regular meeting of September 27, 1988, did approve Resolution 880330 authorizing the negotiation of a contract for services with Southwest Consulting Services, Inc. for the South IH -35 Utility Improvement Project; and WHEREAS, Section Three of said resolution established a $10,000 limit for these consulting services; and WHEREAS, Section Three of said resolution also identified the likelihood of the need of supplemental appropriations to complete the scope of work covered by the proposed contract; and WHEREAS, Section Three of said resolution provided that appropriation of additional funds for completion of the work effort would first need to be approved by the City Council of the City of Georgetown, Texas; and WHEREAS, the contract between the City of Georgetown, Texas and Southwest Consulting Services, Inc., as authorized by said resolution, was executed on November 14, 1988; and WHEREAS, significant progress has been made in completing the scope of work provided for in said contract; and WHEREAS, the City Council of the City of Georgetown, Texas desires to continue to retain the firm of Southwest Consulting Services, Inc. to complete the scope of work set forth in said contract; and WHEREAS, it is recognized that additional funds will need to •. Rppropriated to accomplish all necessary tasks; and WHEREAS, the City Council of the City of Georgetown, Texas desires to expand the service area originally proposed in order to provide utility services to a larger geographic area of the community; and WHEREAS, the City desires to take advantage of available funding sources for construction of .the project; and WHEREAS, the City desires to retain the firm of Southwest Consulting Services, Inc. to provide assistance to the City in securing these potentially available funds; and SCS Contract Res'o (psf 4/12/89) WHEREAS, the City desires to amend its contract with Southwest Consulting Services, Inc. to provide for assistance in the preparation and the administration of grant and loan applications; and WHEREAS, the City Council finds that this action implements Economic Development Policies One and Five, Facilities and Services Policy One, and Utility and Energy Policy Five of the Century Plan Policy Plan. Element and it is not found to be inconsistent or in conflict with any other Century Plan Policies as required by Section 2.03 of the Administrative Chapter of the Policy Plan. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS: All of the facts recited in the preamble to this ordinance are hereby found by the Council to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim; MMMM� Supplemental appropriation in the amount of $18,000 is hereby approved for completion of the contract with Southwest Consu ting Services, Inc. and Section Three of Resolution 880330 dated September 27, 1988 is amended such that the amount approved for the contract between the City and Consultant shall not exceed a sum of $28,000 unless specifically authorized by a subsequent action of the City Council. it is acknowledged that there exists a possibility of,a need for subsequent authorization by the City Council to approve funding in excess of this amount in order to accomplish the work. The Council hereby directs City Staff to work with the consultant to identify an expanded service area for providing utilities by,the South I'H-35 Utility Improvement Project such that areas alon"N Westinghouse Road and in the. vicinity of County Road 116 shall be included within the service area boundaries4 Section IV. The City desires to retain the Southwest Consulting Services, Inc. to provide assistance in securing available grants and loans to help in financing construction of the South IH -35 Utility Improvement Project and to this end authorizes an amendment to the contract between the City and consultant dated November 14, 1988. Recognizing the delays that have been encountered in completing this project, .n extension for the contract period is approved such that the completion date is changed from the original date of February 28, 1989, as set forth in the contract between the City and Consultant, and rescheduled to July 31, 19894 To accomplish the tasks identified in Section II through V of this resolution, the staff is authorized to negotiate amendments to the contract between the City and Consultant dated November 14, 1988, and the ayor is hereby authorized to execute said contract amendments subject to the legal review and approval of the City Attorney. Barry, AICD - Director Division of Development and Planning Date- April 11, 1989 Subject: Resolution Amending Resolution 880330 Regarding Contract for Services Between the City of Georgetown and Southwest Consulting for South IH -35 Utility Improvement Project Attached please find a resolution which provides for some revisions to the resolution you originally adopted in September 1988, regarding the contract between the City and Southwest - Consulting Servicesl Inc. (Paul Williams), for assistance in completing the South IH -35 Utility Improvements Project. To date, significant progress has been achieved and most of the' easements necessary for construction and operation of these utility improvements have been secured. Easements still remain to be obtained from the Highway Department and Georgetown Railroad and two other property owners, all of whom have indicated their willingness to provide the necessary easement. The major purpose of the attached resolution is to authora supplementary appropriation to complete the task. An addonal $18,000 is requested in order to complete the project. As was originally identified, we anticipated the need for these additional monies in out original resolution. Also, the scope o the project has changed somewhat since its original authorization. The service Area has been expanded to extend further'south to the vicinity of Westinghouse Road and further east to include properties on either side of County Road 116. This has resulted in additional time being expended in negotiations with property owners, as well as, analyzing alternative engineering design and bid costs for project improvements. Additionally, • we are considering applying or so available grant monies and will need the assistance of a consultant to help us in this.effort. Lastlyj the original proj I ect schedule has been affected by some delays we encountered in going to bid on this project, and with the changes in the scope of the task, we recommend an,extension of the contract deadline from February 28, 1989 to July 31, 1989. I believe all of these changes are appropriate in light of our continued interest in providing utilities to this portion of the community. Therefore, I recommend adoption of the attached resolution.
