A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, APPOINTING THE PLANNING AND ZONING COM ISSION AS THE CENTURY PLAN CITIZENS ADVISORY COMMITTEE TO HOLD A PUBLIC HEARING FOR CONSIDERATION OF A PETITION TO AMEND THE CENTURY PLAN; AND TO MARE RECOMMENDATIONS TO THE CITY COUNCIL REGARDING THE PETITION WHEREAS, the City Charter of the City of Georgetown was amended by vote of the people in April 1986 such that comprehensive planning was established as a continuous slid ongoing governmental; function; WHEREAS; the City Council did, on March B, 1988;, adopt the Georgetown Century Plan - Policy Plan as the Comprehensive Plan for the City pursuant to Section 1,08 of the City Charter; WHEREAS, within the adopted Century Plan - Policy Plan; Facilities and Services Policy 11 Goal E; Short Range Objective 9 states that "the City shall have an Airport Comprehensive Land and Facilities Plan thataddressesall additions and improvements (including the extension of the north/south runway to 51000 feet ;" WHEREAS, the City Council did, on March 13, 1990, adopt the Georgetown Century Plan - Development Plan as the Land Intensity, Transportation, and Utilities functional plan elements pursuant to Section 1;08 of the City Charter; WHEREAS, within the adopted Century Plan - Development Plan, Policy 15; Goal D, Short Range Objective I states that "the City shall have an Airport Comprehensive Land and Facilities Plan that addresses all additions and improvements(including the extension of the north/south runway to 5,000 feet( necessary to support local business activity;". WHEREAS, the Century Plan - PolicyPlan provides that amendments to the City Council -adopted Goals, Objectives, or Functional Plans may be initiated by a petition signed by a minimum of 50 residents of the City and/or the ETJ; WHEREAS, on July 27, I990, the Division of Development and Planning received a petition containing 810 valid signatures requesting that the references to the extension of the runway at the Georgetown Municipal Airport be deleted from the Century Plan Policy Plan and the Century Plan - Development Plan; WHEREAS; Article IV of the Administrative Chapter of the Century Plan' - Policy Plan provides for the procedures to be followed when considering an amendment to the Century Plan; and WHEREAS, the City Council finds that this action implements the Administrative Chapter of the Century Plan - Policy Plan and is not inconsistent or in conflict with any adopted Century Plan Policies; Goals, Objectives, or Functional Plans as required by Section 2,03 of the Administrative Chapter of the Policy Plan; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT; Section one; All of the factsrecitedin the preamble to this Resolution are hereby found by the City Council to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim; Section Two, The Georgetown Planning and Zoning Commission is hereby appointed as the Century Plan Citizens Advisory committee for the purposes of considering the requested amendment to the Century Plan - Policy Plan and Century Plan - Development Plan, Section Three, The Century Plan Citizens Advisory Committee is hereby directed conduct a public hearing to receive public comments regarding the requested amendment prior to the regularly scheduled Planning and Zoning Commission meeting on Tuesday, October 2, 1990, The Century Plan Citizens Advisory Committee is further directed submit its' recommendations regarding the petition for amendment to the City Council within 30 days following the public hearing. Section Four, This resolution shall be effective immediately upon adoption.
