Henry Carr, Kathryn Heidemann, Edward O'Rourke, Russell Peterman, and Richard
Smith
Staff Present: Paul Brandenburg, Tom Yantis, Micki Rundell, Charlie Walker, Sandra
Lee, Tina Dunbar
A. The meeting was called to order by Mayor Gary Nelon at 5:00 p.m.
B. Discussion of Principles for Economic Development Incentives
City Manager Paul Brandenburg reviewed the recent history of economic
development efforts and gave the current status.
EDC President Gordon Baker introduced EDC Member Henry Carr who reported
on the Principles for Incentives and called them a guide for development of
policy. He said the Principles concerned three major areas: Protection of
Taxpayers, Ranking of Incentives or Preferences, and Full Disclosure of Any
Negotiated Deal. He said the guidelines from the EDC are an attempt to
streamline and make efficient the City departments that deal with economic
prospects. He recommended that Council accept the principles and asked for
public commitment at the next City Council Meeting.
There was discussion.
C. The meeting was adjourned at 6:00 p.m.
