HomeMy WebLinkAboutMIN 09.08.2003 CC-WThe City Council of the City of Georgetown, Texas, met in Regular Session on the above date with [Mayor Gary Nelon presiding. :'Council Present: I'Council Absent: ,!Patty Eason, Gabe Sansing, Doug Smith, John ;;Jack Noble !Kirby, Farley Snell, Ken Evans II Staff Present: 'Paul Brandenburg, City Manager; Tom Yantis, Assistant City Manager; Jim Briggs, Assistant City Manager for Utility Operations; Patricia Carls, City Attorney; Sandra Lee, City Secretary; Amelia i Sondgeroth, Director of Planning and Development Services, Ed Polasek, Chief Long -Range Planner; Bobby Ray, Chief Current Planner; Julie Canady, Code Enforcement Officer 's �r - s• '- • psi Called to order at 4:00 p.m. A Discussion regarding update on implementation of the Unified Development Code -- Amelia Sondgeroth, Director of Planning and Development Services Sondgeroth gave a brief background of meetings of the Subcommittee regarding the "gateway overlay district" process, saying there are currently seven gateways and the committee has suggested adding FM971 as another gateway. She said there are three designations: highway gateways, downtown gateways, and intermediary area (some residential, some transitional). There was discussion. Sondgeroth also mentioned the Courthouse View Protection Overlay District, and the Old Town Overlay District. She said the subcommittees are composed of volunteers and noted staff's appreciation of the assistance from the volunteers. Sondgeroth demonstrated the proposed boundary map and introduced Renee Hanson. Hanson reviewed the proposed regulations for the Old Town Overlay District. There was further discussion. Sansing said he takes exception to the location of the boundaries for the regulations that include the TRG Neighborhood, the ball parks, and the industrial area of Georgetown. Hanson emphasized that these regulations apply only to * Pr9PGSed Ghanges in residential aFeas. changes made to residential structures being proposed to be used for commercial purposes or being used for commercial purposes. Briggs spoke about the Regional Stormwater Management Program, saying the fee structure and internal procedures still need to be developed. There was discussion. He also spoke about Oversized Facilities, saying staff has begun working with the development community to create an "oversizing" policy. Sondgeroth reviewed 15 proposed amendments, saying they pertain to problems experienced by the development community. She also spoke about the Development Manual and the procedure for getting it published. Sansing suggested there are additional changes that need to be made regarding setbacks for signs and landscaping location requirements. B Discussion regarding the City's Code of Ordinances, Seciton 8.20.020, Health and Safety -- Nuisances -- Specific Conditions -- Paul Brandenburg, City Manager Brandenburg explained the reason for clarifying the ordinance, recalling the issue of a portable basketball hoop in the street. Brandenburg asked for Council's indication to clarify the ordinance so that it would list certain exceptions such as vehicles, trash containers, lawfully placed signs, barricades, utility service units, trees, shrubs, and mailboxes in compliance with other City ordinances, and a special exception for special use under the permit process. He noted that basketball hoops, soccer goals, skateboard ramps, and landscaping supplies such as sand, rocks, gravel would not be allowed in the road right of way. There was discussion and Brandenburg noted that the process of enforcing the ordinance is complaint driven. C Council Calendar - Regular Council Meeting on Tuesday, September 9, 2003, at 6:00 p.m., in the San Gabriel Room, Georgetown Municipal Complex Nelon noted that there has been a request to have a second meeting in December to finalize some planning items.
