Policy Development/Review Workshop - Called to order at 5.07 p.m. C Joint workshop with the Airport Advisory Board concerning policies and procedures for the Airport Advisory Board and recommendations for leases at the Georgetown Municipal Airport -- R. Mark Dietz, Chair of the Airport Board; Tom Yantis, Assistant City Manager; and Gary Delon, Mayor Chair Mark Dietz, Howard Fomby, and Tim Sullivan answered questions about the proposed ground lease procedures for the Georgetown Airport that were approved to be recommended to City Council Meeting Minutes/August 11, 2003 Page 1 of 2 Pages the Council by the Airport Board on July 21. There were questions from Council regarding the $1000 non-refundable deposit and discussion regarding how to develop fees and charges. It was determined that these recommendations would be considered by the Council in an action item on a future agenda to establish the airport lease procedure. Fomby reviewed the Airport Advisory Board (AAB) Roles and Responsibilities and the authority of the AAB that the AAB is recommending be accepted by the Council. He presented a copy of an Airport information brochure that they are working on to revise for clarity and accuracy. He said he would like to see that document on the website in the future along with other information about the airport. Brandenburg suggested that the Council review the AAB mission statement. Dietz thanked Council for their time and said the Board will bring to Council their recommendations regarding the board's responsbilities and the rules and regulations for the Airport that need to be adopted and provided on the web page. D Discussion regarding the contract award and contract negotiations for the operation of the City's water and wastewater plants -- Glenn Dishong, Water Services Manager and Jim Briggs, Assistant City Manager for Utility Operations Jack Noble recused himself from this item and left the dais. Briggs gave a brief history of the City water/wastewater operations, saying the City first contracted for water/wastewater operations in 1993. He gave a timeline of the process to request proposals that began in February, 2003. He reviewed the scoring schedules and evaluations of the three proposals. He told Council that the Georgetown Utiality System (GUS) Board recommends that the City contract with Brazos River Authority (BRA) for water and wastewater operations. He said the staff recommends BRA for wastewater and OMI for water, saying the split contract will provide the lowest costs to the City. Smith asked to hear from John Gavurnik and Stanley Bland of the GUS Board. Gavurnik said he made the motion that BRA be used to do both operations. He mentioned that the GUS Board had not been able to see the individual proposals. He also said that Attorney Kerry Russell had recommended that non-compliance issues be considered. Briggs explained that the two non-compliance issues were not the fault of OMI. Bland said all three gave very professional presentations, but he felt that the cost savings and past experience with OMI is the reason he voted to go with OMI. Kendall Young said he was surprised that the GUS Board voted at their meeting when they did, but in spite of that, he would still vote the same way if done today. There were questions and comments from the Council. Nelon thanked the GUS Advisory Board.
