He noted that this is the first development application under the new Unified Development Code (UDC) and that Simon Properties chose to wait for the adoption of the UDC. He said the development is consistent with the Future Land Use Pian, saying it will be an open air shopping center with uniform architectural design. Yantis gave Council the projections of an estimated assessed valuation of $55 million at full build -out, estimated annual property tax revenue for the City of $168,000, and estimated annual sales tax revenue of $3.8 million. He said the estimated annual utility revenue will be approximately $1,280,000, with a commitment from Simon Properties to choose City of Georgetown -provided electric service at the Round Rock Simon Project. He said the estimated annual gross sales will be $209.6 million with total on-site cost of approximately $22 million, required off-site road improvements of approximately $8.5 million, and required off-site utility costs of approximately $3 million. Yantis said the developer is requesting assistance with the on-site costs, off-site road improvement costs, and off-site utilities. He said there is a commitment from TXDOT for funding some off-site road improvements. Included in the presentation were the suggested methods for repayment through performance-based sales tax sharing with a percentage of the sales tax from the development funding all City assistance costs and other financing options such as GTEC/State Infrastructure Bank (SIB) loans for road improvements and/or tax increment financing (TIF) for certain on-site improvements.
