Called to order at 4:00 p.m.
A Joint Workshop with Airport Advisory Board
The following members of the Airport Advisory Board were present: Mark Dietz, Don Pfiester, Jerry Fye,
Howard Fomby, Jeff Gilbert, John Bader, and Dennis Daley.
Howard Fomby, Don Pfiester, and Mark Dietz presented a program for the Council regarding: (1) the costs
of closing the Airport, (2) the F.A.R. Part 150 Noise Study; (3) Grant Assurances, and (4) the F.A.R. Part
152 Airport Aid Program. There was discussion. Fomby requested clearer direction from the Council. It
was suggested that there be a change in the mandate to the Airport Advisory Board. Nelon asked that an
item be put on a future council agenda. Councilmember Pfiester suggested that specific direction be given
to the Board.
B Report from Mayor regarding appointments to Boards and Commissions
Mayor Nelon distributed a list of proposed applicants to the councilmembers and recalled the evening of
interviews. He asked Council to address any questions to him before the action to be considered on the
February 25 Agenda.
C Draft Annexation Policy and Procedure
Brandenburg called Council's attention to the information in the Tuesday night agenda packet. He said the
report defines annexation and ten areas of consideration to use as guidelines. He said staff would consider
whether to pursue the each annexation request before it goes to Council for consideration. He reviewed the
rating system to be used by staff in their recommendation to the Council. He called Council's attention to
many proposed bills in the Legislature regarding annexation regulations.

11, 2003, at 5:00 p.m., to be held at Benold Middle School, 3407
