I. Council was called to order by Mayor Gary Nelon at 6:10 p.m.
II. Planning and Zoning was called to order by Chris Aadnesen at 6:11 p.m.
1111. Staff Presentation
City Manager Paul Brandenburg gave the history of public meetings on the
proposed Unified Development Code (UDC), saying that the UDC will not be a
"static" document and review and revisions will be needed continuously. He
suggested that the first review is proposed in six months, then annually.
Assistant City Manager Tom Yantis recalled the highlights of the process.
Director of Development Services Amelia Sondgeroth gave the highlights of the
major process elements, saying the Concept Plan was removed from
development process and the Thoroughfare Plan and Land Use Plan were
adopted, allowing consistent criteria for review of development projects,
reduction of time for the development process, and flexibility by adding the
Planned Unit Development criteria, landscape review and articulation. She said
the UDC document and applications will be available on-line.
Public Comment
There were twenty-two speakers comprising compliments and suggestions.
IV. The Public Hearing was closed at 7:50 p.m.
V. City Attorney Trish Carls clarified that there was an item posted for Council to
discuss the UDC if they cared to at this time or they could wait for a future
meeting to discuss it. Councilmember Evans asked for a future workshop with
staff to answer questions regarding the issues presented by the speakers.
V1. Motion by Noble, second by Snell to adjourn the City Council Meeting. Approved
7-0.
