Policy De-/elopnienReview WVi-kshop—Call to oi-der$t 4:00 PM A Presentation and discussion regarding a proposed sidewalk ordinance for the Downtown and Old Town Historic Overlay Districts —YNa#Synotsohh. Historic Planner and Laurie Brewer, Assistant City Manager Mayor called the meeting tn.order o(4:O4PKd Brewer introduced the item and spoke about how staff has been workingthis Ordinance for many years. She introduced Bynatsohktothe Council. With o Powerpeint Presentation, 8ynatschk spoke about the proposed sidewalk ordinance for the downtown and old town historic overlay districts. Hesaid the ordinance applies 'tothe downtown overlay district mswell aocommercial properties|nthe old town overlay district. Hesaid the ordinance does not impact old town residential properties. He said the purpose of the ordinance is to create guidance for outdoor dining areas, maintain compliance with the Americans with Disabilities Act and encourage pedestrian friendly sidewalks. He spoke about sidewalk dining and how all sidewalk dining areas will require a sidewalk dining permit. He described what this new permit application would include. He said, currently, the downtown and old town design guidelines provide requirements for types of furniture and umbrellas. He said all portable signage and promotional items must obtain City approval. He said all proposed artwork must receive approval from the City of Georgetown Arts and Culture Board. He noted the board will develop a process and criteria for the placement of the artwork. He spoke about outdoor display for sale items and how they are limited to normal business hours. He spoke about sidewalk landscaping and how city provided landscaping may not be incorporated into outdoor displays or dining areas. Brainard asked and Synatschk described what the city provided landscaping would include. Synatschk spoke about how people cannot use those items as part of their display. He said, regarding smoking, it is prohibited within 10 feet of building entrances in areal of the Downtown Overlay District. He said this ordinance does not address special events. He said special events and street closures are addressed in the special event ordinance. He said the CVB is working to finalize rules for those events. He spoke about next steps and said the Ordinance will be finalized and presented for adoption in October, staff will develop applicant process for Sidewalk Dining Permit and the Arts and Culture Board will develop criteria for review of sidewalk art. He said Transportation Services is also working on an ADA assessmeni of sidewalks. Fought said the only word that bothers Nm is ''minimum, because that word is sometimes hard to understand. He said he remains distressed with what they did on Austin Avenue by getting rid of parking to build sidewalks that are not walkable. He said he would like the current Austin Avenue sidewalk set uptu meet appropriate ADA standards. Henoted hewould like toflight test the sidewalks with people inwheelchairs and walkers. Gynebochk said the hU ge is that cities do notha the ability hoenforce ADA requirements for private property. Hammerlun asked and Synatschk spoke about how enforcement would work. Jonrowe said the sidewalk on Austin Avenue was an improvement but noted it was not the ideal solution. She said it seems we have lost the barrier between the sidewalk and the cars driving by. She said we need to be more cognizant of those barriers moving forward. Jonrowe asked and Synatschk said the city has not yet set a price for the permit. He said transportation is in high demand for senior citizens. Hesser asked and Brandenburg spoke about the mission and purpose of this board and why this needs to be created. Mayor reviewed the intent from the Council on this board. He added it should be nine members. Chapman reviewed the Strategic Partnerships for Community Services Advisory Board, the purpose, the membership and eligibility requirements. Ross suggested that the residency requirement for this board should be in the City limits. There was much discussion.
