She spoke about the Community Montessori School and their work throughout the community. - Jessie Drolefte from the Palace Theater would like to thank the Council and the Arts & Culture Board for the grant for their Inclusion Performance Drolefte introduced herself and thanked the Council and the Arts and Culture Board for funding for the Inclusion Performance at the Palace Theater. She spoke about the performance in detail. City Council Regional Board Reports Eason provided a Lone Star Rail Report, which is attached to the minutes of this meeting. Brandenburg, City Manager This item was moved to the Regular Agenda by Jonrowe. Jonrowe said she wanted to make sure that Council receives copies of the audit and other related documents from the Health District. Brandenburg confirmed he can get those documents for the City Council. He spoke about the City's relationship with the County Health District and how they have been requesting reporting mechanisms in the future. Motion by Jonrowe, second by Eason to approve the Resolution. Approved 7-0 H Consideration and possible action concerning the petition for recognition from the Georgetown Police Officer Association (GPOA) the City received on August 26, 2014 -- Paul Brandenburg, City Manager, Tadd Phillips, Human Resources Director and Bridget Chapman, City Attorney This item was moved to the Regular Agenda by Gonzalez. Gonzalez said there are some speakers signed upunder this item and hewould like Vohear from them before voting Speaker, Dick Brock, spoke |nsupport ofthe petition and asked that the Georgetown Police Officers Association be recognized. Speaker, Ray Rodriguez, President of the Georgetown Police Officers Association spoke about how a petition of recognition has been submitted. He said over 51% of the Georgetown Police Officers have signed the petition and herequested that Council approve this item. Speaker, Matt Turowski, said the signature sheet is inaccurate and misleading and noted a new association is being formed. ' Motion by Gonzalez, second by Brainard that the city move forward and order a certification election under Local Government Code Section 142.054 in etothe petition for recognition the city received from the Georgetown Police Officers Association with a final certification malater than the first meeting inNovember. Eason asked and Gonzalez said this motion means that the election will verify that there are indeed 51 % of police officers who would like toberepresented bythe association. Brandenburg confirmed and reviewed the process fora certification election. Mayor asked the Human Resources Director Tadd Phillips to speak about this. Phillips said this is an election that will occur within the department to make sure at least 51 % is represented by the association. He said that will cause a second action after the results of the election are confirmed. Jonrpwe asked and Phillips spoke about the timeline for the election and when he thinks the results could be ready. There were questions from Council about the election process. He noted this was also an item that was brought to Council in March for policy discussion on how to proceed. He said the Planning and Zoning Commission and staff recommends this item and the developer has worked well with staff in addressing concerns related to land use, transportation and utilities. Speaker, Clay Worley, said he is enew resident inGeorgetown and he and his wife were married here not too long ago. He saidhcame there in Georgetown because they were attracted to the welcoming warm community Motion by Hammerlun, second by Fought to approve the Resolution. Fought asked that Spurgin speak with Worley about this project so he is aware of how it will affect his property, if anything. Jonrowe asked and Spurgin spoke briefly about the plan for roads on this location. Approved 7-0 AA Consideration and possible action to appoint a selection committee for the request for qualifications (RFQ) related to Professional Services for Comprehensive Parking Study and Conceptual Design of Parking Structure -- Laurie Brewer, Assistant City Manager Brewer described the item and said, traditionally, the practice has been for major facilities we invite a couple of council members to participate in the selection committee. She said she spoke with the Mayor and he recommended Jonrowe and Hammerlun participate. She noted both agreed to participate. Motion by Eason, second by Fought to approve the appointment of the selection committee. Approved 7-0 ga Brewer described the item and described the property the city would be exchanging. She said this would authorize the mayor to sign the documents authorizing the exchange. She said the difference of $56,000 for the land would be paid in cash and remitted to the city and dedicated for Parks improvements. She showed Council a map of the locations. Motion by Eason, second by Jonrowe to approve the Resolution. Approved 7-0 AC Forwarded from the Georgetown Economic Development Corporation (GEDCO): Consideration and possible action to approve a Performance Agreement between Georgetown Economic Development Corporation (GEDCO) and DisperSot Technologies, LLC in an amount not to exceed $260,000 -- Mark Thomas, Economic Development Director and Bridget Chapman, City Attorney Thomas described the item and spoke about DisperSol Technologies. He said GEDCO has approved a retention expansion grant for up to $250,000 for jobs created and retained by DisperSol. He said approval of the proposal grant will lead to DisperSol leasing about 15,000 square feet of TLCC building #2. He said company will create as many as 50 or more high waged jobs over the next 5 years based on expected rapid growth. He reviewed the deal points for this project. Motion by Eason, second by Gonzalez to approve the agreement. Approved 7-0 AD Forwarded from the Georgetown Utility Systems Advisory Board (GUS): Consideration and possible action to award the Annual Electric System Underground Construction and Maintenance Bid for Labor services to Pedro S.Si Services, Inc. of Austin, Texas, in the estimated amount of $3,500,000.00 -- Paul Elkins, Energy Services Manager and Wesley Wright, P.E., Systems Engineering Director Elkins described the item and said the costs in this item are based on estimates for planned construction projects over the next year. He said this is an annual bid with four extensions. He said they put the bid out earlier in the year and only received one response. He asked for approval. ,*7jl��,#prove the renewal. Vote on the motion: Approved 7-0 AH Forwardedfrom the Georgetown Utility Systems Advisory Board Consideration and possible action to amend the contract with the CH12M HILL for the management ' operatio and maintenance of the City's water and wastewater facilities for the period starting October 1, 2014 through September 30, 2018 in the amount of $3,333,220.48 -- David W Thomison, Water Services Manager and Glenn W. Dishong, Utility Director Thomison described the item and said this is an annual amendment for a five year contract for these services. said the GUS Board approved this item unanimously and staff recommends approval as well. Consideration and possible action to award a contract to Excel Construction Services, LTD of Leander, Tex for the construction of the Sequoia Spur EST (elevated water storage tank), pumping and piping improvements in the amount of $4,830,250.00 -- Wesley Wright, P.E., Systems Engineering Director Wright described the item and said this item is to approve a contract for the construction of a CIP project, an elevated storage tank� He described the project for the Council. He said this has been in the CIP for years and the model has indicated that it time to build that tank. He said the city received a very competitive bid from Excel Construction Services and he described that bid in detail. Motion by Gonzalez, second by Eason to approve the item. Approved 7-0 AJ Forwarded from the Georgetown Utility Systems Advisory Board (GUS): Consideration and possible action to approve the contract for the Edwards Aquifer Recharge Zone (EARZ) — 2013-2014, Wastewater Rehabilitation to IPR South Central, LLC of Houston, Texas, for the amount of $1,622,753.50 -- Wesley Wright, P.E. Systems Engineering Director Wright described the item and said this is a rehab project that comes out of the inspection of every wastewater line in the city. He said it is a little over 7 miles of cleaning and rehabbing sewer lines. Motion by Eason, second by Hesser to approve the item. Brainard asked and Wright said the city performs thisservicein response to a state mandate. Wright said this requirement is handed down by the TCEQ. Brainard asked and Wright said it is an unfunded mandate. Jonrowe asked and Wright spoke about the process and how the city inspects and videos the lines. Vote on the motion: Approved 7-0 AK Public Hearing and First Reading of an Ordinance for the Rezoning of 29.673 acres in the William Roberts Survey, from Agriculture (AG) District to Planned Unit Development (PUD) with a base district of Residential Single Family (RS) District, to be developed as Hills of Georgetown Village, located southeast of Shell Road -- Carla J. Benton, Planner and Andrew Spurgin, AICP, Planning Director (action required) Spurgin described the item and the proposed development which will include 1"10 single family units. He said Planning and Zoning Commission and staff recommends approval. Public Hearing was opened at 7:OOPM No persons were present to speak. Maddox, AICD, Principal Planner and Andrew Spurgin, AICP, Planning Director (action required) Spurgin described the item and said this is going to be known as Sun City Somerset. He said this is part of a planned expansion of Sun City. He noted the development will include approximately 20 acres of commercial development. He said this PUD is the zoning and land planning document for the development. He said Planning and Zoning Commission approved the item with the condition that sidewalks be included in the pian. He said he would also expedite Pulte building out and getting the road to CR 245 because that is the key to bringing everything together and understanding the problem. He said the guidance should be to work with the county, research a gate and expedite Pulte's plan. Brainard said he would also like to hear about this at the next Council meeting. He said this is going to be a citywide issue and he would like to look at other neighborhoods as well -He said we just can't look at one, but everything as a whole. She thanked the citizens that have been coming forward as these issues have arisen. She said this is the beginning of whal she hopes will become an ongoing conversation. Brainard said he is sympathetic to the fact that this is a safety issue and he asked that we get this resolved at the next meeting. TV -w said that having no through truck traffic would be another improvement. He said that discussion as well as the ticketing discussion needs to take place with the County. Hammerlun spoke about the timing of traffic impact analysis information that has been provided to the Council. He said he would like to push for Council to receive updated information on the status of the overall transportation plan for the City. He said he also would like to investigate to see if there are not already some of these gates in existence in Georgetown today. There was much disc#n. Main St. for the evening of October 31, 2014 to promote a safe Halloween environment for children and their families Collier introduced himself and spoke about Halloween on Main Street and how it brings in a lot of traffic each year. He asked that Council restrict the traffic along Main Street on the evening of Halloween. He showed a map of an example of where the streets can be closed.
