Public Hearing was closed at 7:02PM U Public Hearing and possible direction to staff regarding the proposed 5th Amendment to the Campbell Development Agreement, which Would remove the required extension of Verde Vista Drive for a proposed project known as the Gardens at Verde Vista -- Jordan J. Maddox, AICP, Principal Planner and Andrew Spurgin, AICP, Planning Director Spurgin described the item for Council. He said the issue in question was a development agreement between the city and property owners at the time that established the condition precedent where, if Shell Road was completed by the City, the property owner would construct Verde Vista from Shell Road to Serenada. He said this is a page from that contract showing that obligation that has not been met. He described the existing conditions based on that agreement. He showed a location map of the development as well as a plat that was approved in 2008 showing this road as complete. He said that plat is due to expire soon. He showed Council the zoning status of the property and continued to show images of the area and the development. He spoke about the concerns from the transportation department as well as public safety if Council decides to allow the removal of the required extension. He spoke about some of the impacts to the area if the request was approved. He said the fire planning and transportation department of not support the request as submitted. There was much discussion regarding the proposed amendment. Motion by Brianard, second by Eason to approve the Ordinance on first reading. Approved 7-0 X Consideration and possible action to approve the Police Department in pursuing a space sharing agreement with the Texas Attorney General's Office Cyber Crimes Unit -- Wayne Nero, Chief of Police With a Powerpoint Presentation, Nero spoke about a space sharing proposal at the PSOTC with the Texas Attorney General's Office Cyber Crimes Unit. He said staff has discussed a five year agreement where either party may terminate the agreement if desired. He said in lieu of rent, the OAG Cyber Crimes Unit would provide computer forensic services for all Georgetown Police Department cases requiring such expertise. He said in addition, the OAG Cyber Crimes Unit will provide on-the-job training in computer forensics for those officers selected by the Georgetown Police Department. He said OAG would incur about 110, 5 n on - me improvement expenses to the space. He said the furniture will become property of the city after five years. He showed council the current space in the P80TC facility and where this unit would be housed. He showed council 3,600 square feet where future growth will occur. He said he is asking for direction to move forward with pursuing this agreement� Motion byGonzalez, second byFought to approve. Brainard asked and Nero said this will be only a portion of the UAB Cyber Unit staff. Jonrowe asked and Nero said they will only be training city police staff on crimes against children. Nero spoke about how having this experience will make the city eligible for more grant funding. There were a few questions from Council. He said this is being proposed to adopt the 2014 edition of the electrical code which will provide for an update to the code that would apply to all development throughout the corporate city limits. AG- Emily Tannert, representative of the percussion program at East View High School, would like to thank the Arts and Culture Board and the City Council for funding Tannert, Director of percussion at Eastview High School, spoke about their program and said they received a $500 Arts and Culture Board grant. She described in detail what that $500 was able to provide to the group.
