Open House — 5:30 p.m. to 8:30 p.m. - Informal Presentation by City Staff, engineere, and
representatives of the Texas Department of Transportation concerning proposed options for the

Council received the following information:
1Jane Montgomery, 8O3Country Club Road, told Council she iSnot happy with any 0fthe
three options. She said she doesn't want tVsee the neighborhood torn Upfor the
construction.
2. Toby LierDaD. 1803 Oak LaO8, said he doesn't think the realignment will alleviate traffic

be the most expensive. Hementioned that hethinks the traffic situation QOWilliams

Boulevard where it will meet the interstate feeder road. James Klotz from Texas
Department of Transportation (TxDOT) responded that the statistics would have to be
gathered to prove that the light was necessary before it would be installed.
4. Unidentified female iDthe audience, said she thinks the people will continue fo use the
feeder road and asked TX[}[}Tto put 8traffic counter out there now tosee how many
cars use that feeder road. Klotz explained that there are 12criteria that must bemet iD
order for T}{[>OTtQinstall @ signal light.
5� KerSch asked for the timeframe for installing a signal light. Klotz responded that a "fast-
track" project would take three to fDU[ months once construction is started. He indicated
that the only way itcould become a"faSt-t[8ck'project VVOU|db8iffheproject were
funded by another entity, other than TxDOT, saying there is already a long list of
proposed TxOC)Tprojects tobeconotructed.
R. When asked ifthere could be asignal atCountry Club Road, Briggs replied that the City
is working with TxD[)TtO coordinate that signal, saying it would be B signal on a City
StFeet, installed and maintained by the City.
7. Unidentified female asked if the retail on Rivery Boulevard were dependant on the
realignment. Briggs said that was not a requirement for the grant received by the City.

8. Robert `Seamans, from the audience, asked who had applied for the grant. Briggs
responded that the City had applied for the grant on behalf of Presidio Restaurant.
Q� Someone from the audience asked Briggs how tall the bridge would be. Briggs stated
that the dimensions are not determined at this time, saying the bridge would be similar to
the one that has been installed over the river at the west frontage road to 1-35.
10. Rob Gtedt, 109 Oak HO||OVv' noted to Council that he is a resident ofRiver Hills
Subdivision and that entering and exiting his subdivision has become difficult and
dangerous due tothe frontage road being changed toone lane. Heacknowledged that
the realignment would give River Hills residents another access back to Williams Drive.
11, Someone from the audience asked where toturn inthe questionnaires. Briggs
responded they could b8turned iOtOCommunity Owned Utilities at11O1 N.College O[tO
City H8\| at 609 Main Street.
12. When asked for the timetable for responding to the City, Briggs said the City needs to
receive comments as soon as puaaib|e, saying the deadline is Friday, November 5. He
said the construction Dfthe realignment OfCountry Club 8tWilliams would b8done
before the portion ofthe road tOthe Riverydevelopment.
13. Robert Seamans asked ifthere were any pros and cons already developed and written
down regarding the three proposed options. Briggs said there ioerating matrix prepared
with weighted OgDlbenS applied t0the C[it8[i8 of aesthetics, S@f8ty. COSt' etc. He said, for
example Option A has been determined to be the most expensive because it will require
the condemnation Of@home; however, would be the safest because itlines Upfor a
good 4+w8yintersection.
14. SO[OeOOe asked about the leftover property when Country Club Road iGrealigned.
Briggs stated that the property would be owned by the City and the Law says the property
would bSavailable tOsell 1Oadjacent property owners. Someone asked ifthat property

could become commercial. Banks replied that the property would have b}b8rezoned for
Co00erCi@| use.
15. Unidentified male inthe audience told Council that Option B would make itimpossible for
him b3get out onto the feeder road. H8asked Council tOchoose either Option AD[
Option C.
18. When asked who would make the final decision, Ke[SChreplied that the current options
could bemodified and that Council would make the final decision.
17. Someone asked to know the process and how the public would b8notified. Briggs
responded that all the comments from the citizens would be compiled and presented to
the Council 8tthe second Regular Council Meeting iONovember, with 8recommendation
for Council's approval.
