City Attorney Sandra D. Lee, City Secretary Shirley Rinn, Admin.Asst.toAsst.City Mgr. George Russell, Asst. City Manager Kevin Stofle, Police Lieutenant Murray Blackman, Asst.. to City Mgr. James Babcock, Development Technician Larry Hesser, Police Chief Debbie Charbonneau, Main Street Coordinator Susan Morgan, Director of Finance & Administration Tom Yantis, Director of Information Resources Verna Browning, Director of Community Services Randy Morrow, Director of Parks & Recreation Pablo Holguin, Director of Employee & Organizational Services Regular Session to Convene in Executive Session - Called to order at 5:30 p.m. Executive Session In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon's Texas Codes, Annotated, the items listed below will be discussed in closed session and are subject to action in the regular session that follows. A Sec.551.071 consultation with attorney B Sec.551.072 deliberation on real property C Sec.551.075 conference with employee D Sec.551.074 personnel matters Regular Session — Reconvened at 6:59 p.m. Motion by Lyda, second by Burson to dispense with the Workshop and move into Regular Session. Approved 6-0 (Bain had left the meeting) City Council Minutes/August 30, 1999 Page 1 of 2 Pages Workshop E Discussion and clarification of City Council policy on the processing of documents and expenditure of public funds/Mayor Kersch F Discussion and clarification of City Council policy on City Council relations/Mayor Kersch Regular Session G Mayor, Council, City Manager, and staff comments and reports There were no comments or reports. H Citizens wishing to address the Council There were no citizens who wished to address the Council. Action from Executive Session There was no action from Executive Session. Consideration and possible action on adoption of City Council policy on the processing of documents and expenditure of public funds/Mayor Kersch Motion by Lyda, second by Burson to ask the City Attorney to review the City Council policy on the processing of documents and expenditure of public funds. Motion failed by a vote of 4 to 2. (opposed by Barton, Hoyt, Tonn and Valdez) K Consideration and possible action on adoption of City Council policy on City Council relations/Mayor Kersch Mayor stated that Council relations are currently governed by ordinance and read a statement of decorum and debate. Motion by Hoyt, second by Tonn to not take action on this item. Approved 6-0. L Final Comments There were no final comments.
