Mayor, Council, City Manager and staff comments and reports Hart announced that the City has received the Award for Excellence in Financial Reporting for the 9th consecutive year. Mayor and Councilmembers commended Hart, Finance Director Susan Morgan, and the City staff for producing another award-winning budget document. G Citizens wishing to address the Council William P. Mulock, 3021 Addie I...ane, spoke against the 96 -gallon refuse container that will be distributed with the new sanitation service. He noted that Community Services Director Verna Browning had been very helpful in answering his questions and has agreed to order a smaller container for him. (This motion was tabled due to questions from Bain.) Bain asked the total amount of the project in Item O. Hart said the total amount would be well over $1 million and that the upgrade is necessary to handle the growth to the south of town. Bain asked and was told that the completion of the contract is expected in about nine months. Bain asked for the location of the archaeological assessments in Item N and was told the site is on Booty's Road. The previous motion was restated. Approved 7-0. Wood congratulated Councilmember Barton for winning a golf tournament and a trip to Hilton Head, South Carolina. T Second Reading of an ordinance amending the Century Plan for City of Georgetown, Outlot 10, known as Grace Episcopal Church, from Intensity Level Three to Intensity Level Five, located at 1314 E. University Avenue -- Hildy Kingma and Tom Bolt Munk read the caption of the ordinance. Motion by Tonn, second by Barton to approve Ordinance No. 98-52, Approved 7-0. U Second Reading of an ordinance to rezone City of Georgetown, Block 24, Lots 1 and 2, from RS, Residential Single Family to C -2A, Commercial First Height or any more restrictive district, located at 402 Main Street -- Hildy Kingma and Wendy Walsh Walsh read the caption of the ordinance. Motion by Davis, second by Tonn to approve Ordinance No. 98-53. Approved 6-1. (Hoyt opposed) V Second Reading of an ordinance to rezone with a site plan as required by the Zoning Ordinance, from RS, Residential Single Family, to RP, Residential Planned, or any more restrictive district for City of Georgetown, Division B, Outlot 14, located on University Avenue (between Peachtree and Haven Lane ) -- Hildy Kingma and David Munk Munk read caption of the ordinance. Motion by Burson, second by Valdez to approve Ordinance No. 98-54. Approved 7-0. W Second Reading of an ordinance adopting the Airport Functional Plan Element of the Century Plan -- Verna Browning Browning read the caption of the ordinance Jack Milanese, 30222 Oak Tree, spoke to Council against the Airport Plan saying the City should build some dirt berms around the Airport to help mitigate some of the noise. Elizabeth Hunter, 3805 Roble Grande, distributed a letter and asked Council to delay the final vote of the ordinance in order to publicly post the methods of lessening the noise by seeking voluntary compliance from pilots. Barton said he agreed with the idea of building berms and suggested earmarking some funds. Hart said he would get together with staff to determine the feasibility. Motion by Hoyt, second by Valdez to approve Ordinance No. 98-55. Approved 7-0. X First Reading of an ordinance providing for the annexation into the City of approximately 301.713 acres in the William Addison and Antonio Flores Surveys, a portion of a tract locally known as the American Georgetown Concept Plan (formerly known as Devonshire Farms) -- Clyde von Rosenberg and Ed Barry von Rosenberg read the ordinance. Motion by Hoyt, second by Valdez to approve on first reading. Approved 7-0. Y First Reading of an ordinance providing for the annexation into the City of the 17.01 acre Park Central Section One Subdivision, the 19.61 acre Park Central Section Two Subdivision, and the 95.42 acre Benderson Trust tract, located along Westinghouse Road -- Ed Barry and Clyde von Rosenberg von Rosenberg read the ordinance. Mote: The following items are both Concept Plans for the same given piece of property. One Concept Plan is a Planned Unit Development and the other Concept Plan is designed per the Subdivision Regulations. Upon City Council review, a motion should be made only on one of the submitted Concept Plans - the Concept Plan which is deemed less appropriate will be withdrawn from the agenda. Z Consideration of a Revised Concept Plan of 108.95 acres in the John Berry Survey, to be known as A Planned Unit Development of Pecan Branch North, a manufactured home park, located at the NE corner of FM971 and CR152 -- Hildy Kingma and Kim Shaw Shaw reminded Council that this item and the next item were tabled at the last Council Meeting due to incorrect calculations. She noted the corrections. She said the applicant has met with the surrounding property owners. Hartley Sappington, 40101 Heritage Hollow, said it was helpful to meet with the applicant. He said there were three things that the applicant is willing to do, such as: (1) all the housing would be occupied in the park (no outside owners); (2) all lots would be designed for double -wide units; and (3) review and comment would be allowed by interested surrounding property owners. He said he had heard that there is another manufactured home development planned for the same area and he asked Council to guard against allowing the whole area to be developed by that same type of housing. Jim Stendebach, applicant, noted that he had met with 15 property owners and he confirmed the Sappington's statement with the following specification: 75% of the development would be planned for double -wide units. Davis commended all parties for meeting and compromising. Motion by Barton, second by Davis to approve the Revised Concept Plan including the three points made by Sappington and Stendebach. Approved 7-0. AA Consideration of a Revised Concept Plan for 108.95 acres in the John Berry Survey, to be known as Pecan Branch North, a manufactured home park, located at the NE corner of FM971 and CR152 -- Hildy Kingma and Kim Shaw This item was pulled due to the approval of the previous item. BB First Reading of an ordinance amending Section 13.04.180, relating to Solid Waste Disposal Rates, of the Code of Ordinances of the City of Georgetown -- Susan Morgan and Bob Hart Morgan read the caption only after having satisfied the requirements of the City Charter. Motion by Tonn, second by Davis to approve the ordinance on first reading. Approved 5-2. (Barton and Burson opposed) CC First Reading of an ordinance amending stormwater drainage rates -- Susan Morgan and Bob Hart Morgan read the caption only after having satisfied the requirements of the City Charter. She noted that this is the second rate increase of $0.50 making the rate $2.25. Motion by Barton, second by Hoyt to approve the ordinance on first reading. Approved 7-0. DD First Reading of an ordinance adopting an Annual Operating Plan Element of the Georgetown Century Plan (Budget) for the fiscal year beginning October 1, 1998, and ending September 30, 1999; adopting the Annual Amendment to the Century Plan -- Susan Morgan and Bob Hart Morgan read the caption only after having satisfied the requirements of the City Charter. She noted that there have been no changes in the operating plan since the Council workshop. Motion by Bain, second by Tonn to approve the ordinance on first reading. Approved 7-0, EE First Reading of an ordinance levying a tax rate for the City of Georgetown for the tax year 1998 -- Susan Morgan and Bob Hart City Council Meeting Minutes/September 8, 1998 Page 4 of 5 Pages Morgan noted that this ordinance levies the $O.35tax rate aaproposed inthe operating plan. Morgan read the caption only on first reading after having satisfied the requirements of the City Charter. Motion by Valdez, second byBain toapprove onfirst reading. Approved 7-0.
