The City Council of the City of Georgetown, Texas, met in Regular Session on the above date with Mayor Leo
Wood presiding.
Regular Session - Called to order at 5:32 Pyre.
A Mayor, Council, City Manager, and staff comments and reports
There were no comments.
B Citizens wishing to address the Council
J. C. Johnson told Council he is very interested in cemeteries. He said he advertised and held a meeting at
the Library on May 3, about the San Gabriel Cemetery/"Old" Cemetery, near Blue Hole Park. He said he
felt it is time to restore and renovate the cemetery. He asked that the cemetery be fenced and the road
removed.

C Swearing in new Councilmembers/Sandra Lee
Councilmembers Hoyt, Bain, and Tonn were sworn in by Lee.
D Comments by incoming Councilmembers
Hoyt, Bain, and Tonn thanked their constituents, families, and fellow councilmembers and stated that they
were looking forward to serving again.
E Election of Mayor Pro Tem
Motion by Barton, second by Davis to re-elect Councilmember Ferd Tonn as Mayor Pro -Tem.

In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon's Texas Codes, Annotated,

Itwas announced that Executive Session would be moved to the end of the Agenda, following the Policy
Workshop, and that there was no action to be taken from Executive Session.

The Regular Sessionwas adjourned at 5:50 p.m. and the Council and staff moved to the Large Conference
Room at City Hall for a Policy Workshop on sanitation proposals.

Policy Development/Review Workshop - Call to order at 6:00 p.m.

K Preliminary review of sanitation collection proposals
Hart explained that this Request For Proposal (RFP) Process was a fundamental philosophical shift int he way
the City awards bids, emphasizing a focus on quality service. He gave the objective as being: to award a
long-term incentive -based contract for solid waste and recycling services to be effective October 1, 1998,
and was intended to last for four years, with the contract to be revisited periodically.
Community Services Director Verna Browning presented the procedure to the Council on how the proposals
would be evaluated for the contract to be awarded. She noted specific areas where response was requested
and asked Council for input on the criteria to b e used in evaluating the proposals. She told Council that they
were attempting to use a positive approach to quality service and would be setting benchmarks during the
first two years of the contract.
Tonn agreed that this contract should be a beginning to the shift to the incentive -based service mode rather
than the pricing mode.
Barton suggested that the City do an eaten sive education program to inform the citizens about the sanitation
program.
