HomeMy WebLinkAboutRES 960924-YYRESOLUTION NO. 9IO D ?0Z '/- YY A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, COMMITTING TO: DEFINE THE PHYSICAL BOUNDARIES OF THE CITY OF GEORGETOWN, TO DEVELOP A REGIONAL GOVERNANCE MODEL, AND TO POLITICALLY JOIN THE OTHER CITIES OF TRAVIS AND WILLIAMSON COUNTIES TO FACILITATE CURRENT AND FUTURE MUNICIPAL PLANNING AND ASSIST IN COORDINATION FOR ISSUES THAT LEND THEMSELVES TO MULTI -JURISDICTIONAL SOLUTIONS IN THE AREAS OF TRANSPORTATION, AIR QUALITY, WATER QUANTITY, AND WATER QUALITY AND TO FAIRLY GUIDE THE GROWTH AND DEVELOPMENT OF THE CENTRAL TEXAS REGION AND OPPOSE LEGISLATIVE INITIATIVES THAT LIMIT THE EXISTING POWERS OF ANNEXATION BY A CITY. WHEREAS, recent trends in the population growth and economic development in the Greater Austin Area and Central Texas Region create opportunities for regional cooperation among the incorporated cities to preserve the quality of life, and economic vitality within the region; and WHEREAS, the incorporated cities of Travis and Williamson Counties desire to promote the natural and man-made attractions that define the region as a whole; and WHEREAS, the growth and expansion of our region challenges our individual abilities to effectively coordinate and plan for transportation, air quality, water quality, and water quantity; and WHEREAS, while each city maintains unique attributes and political autonomy that determine the character of its community, it is recognized that we share in the economy, environment, and social system of the region as a whole; and WHEREAS, future growth and sustainability of the region depends upon effective regional coordination of planning efforts. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: SECTION 1. The facts and recitations contained in the preamble of this resolution are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this resolution implements Governmental Affairs Policy of the Century Plan, which states: "A high level of cooperation and involvement exists among Georgetown's citizens and governmental Regional Partnership Resolution No. I& o c7cZz — YY Page 1 of 2 Pages organizations; and The City is a strong and visible participant in developing comprehensive solutions to issues of concern on a regional level."; and further finds that the adoption of this resolution is not inconsistent or in conflict with any other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the Policy Plan. SECTION 2. The City Council of the City of Georgetown commits to clearly define the physical boundaries between our municipality and the other jurisdictions in Williamson County to facilitate current and future municipal planning, and SECTION 3 The City Council of the City of Georgetown commits to developing a regional governance model to assist in coordination and planning for issues that lend themselves to multi - jurisdictional solutions in the areas of transportation, air quality, water quantity, and water quality, and SECTION 4 The City Council of the City of Georgetown commits to politically joining together with area jurisdictions to protect the interests of our region and to support, or initiate legislation that defends the powers of municipalities to fairly guide the growth and development of the Central Texas Region and oppose legislative initiatives that limit the existing powers of annexation by a city, or that allow the creation of such entities as water quality zones and other limited purpose special districts that weaken an incorporated city's abilities to govern and control in the best interest of its citizenry. SECTION 5. The Mayor is hereby authorized to execute, and the City Secretary to attest this resolution on behalf of the City of Georgetown. SECTION 6. This resolution shall be effective immediately upon adoption. RESOLVED this ` day of &eor'e,,nl61r , 1996.
