HomeMy WebLinkAboutRES 971209-SSRESOLUTION NO. ! 7/99-0?— 53 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, ESTABLISHING THE PRIORITIES AND PROCEDURES FOR THE COMPLETION OF THE URBAN DESIGN PLAN ELEMENT OF THE CENTURY PLAN WHEREAS, the Century Plan is the comprehensive plan for the City of Georgetown, as adopted by the City Council; and WHEREAS, the Policy Plan Element of the Century Plan contains the following Policy End statement with regard to urban design: "13.0 Georgetown has a positive, identifiable image and an attractive appearance." WHEREAS, the City Council held a workshop meeting on November 18, 1997 to discuss the potential for an urban design plan in Georgetown ; and WHEREAS, each Council member and the Mayor participated in the completion of an urban design checklist, which includes items discussed at the workshop; and WHEREAS, the composite results of the checklist indicate the City Council's focus for Georgetown's urban design effort; and WHEREAS, urban design is a specialized area of planning; and WHEREAS, the City Council desires a completed plan element in a relatively short period of time; and WHEREAS, a citizen committee with representation from a range of community organizations is desired to oversee the preparation of the plan element; and WHEREAS, the City Council desires to solicit the views of the citizens of Georgetown before the preparation of the plan element begins. Resolution establishing policies and procedures for the Urban Design Element No. 67lao1-SS Page 1 of 3 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF T HE CITY OF GEORGETOWN, TEXAS, THAT: SECTION 1. The facts and recitations contained in the preamble of this resolution are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this resolution implements the following Policy Ends of the Century Plan - Policy Plan Element: 1. Governmental Affairs Policy End 6.0 which states: "All citizens actively participate in governmental functions."; and 2. Urban Design Policy End 13.0 which states: "Georgetown has a positive, identifiable image and an attractive appearance."; and further finds that the adoption of this resolution is not inconsistent or in conflict with any other Century Flan Policies, as required by Section 2.03 of the Administrative Chapter of the Policy Plan. SECTION 2. The City Council adopts the prioritized Urban Design Checklist, dated December 5, 1997, with emphasis placed on the items ranked as the top three priorities, as the guideline for the preparation of the Urban Design Plan Element. SECTION 3. The City Council directs staff to complete a request for proposals process and to recommend the selection of the most qualified consultant for the completion of the Urban Design Plan Element at the January 27, 1998 City Council meeting. SECTION 4. The work of the consultant in preparing the Urban Design Plan Element shall be reviewed and directed by a City Council appointed citizen working group representing a variety of community organizations and concerns. The specific composition of the working group and further definition of their roles and responsibilities are to be presented at the January 13, 1997 City Council meeting. SECTION 5. The citizen working group shall conduct at least one community forum to solicit the views of the citizens of Georgetown before work on the plan element begins and at leas t one public hearing after a draft plan element has been prepared and approved by a consensus of the working group. The draft plan element shall be completed and presented to the City Council prior to the Council's annual retreat in late May 1998. SECTION 6.
