Policy Development/Review Workshop — Call to order at 2:00 I'M Mayor Ross called the meeting to order at 2:00 PM (Joni -owe, Eason and Brainard absent) Brainard arrived at 2:03 PM, Eason and Jonrowe arrived at 2:05 PM (All Councilmembers present) A Update on the Public Safety Operations & Training Complex -- Wayne Nero, Chief of Police and John Sullivan, Fire Chief Chief Nero provided an update for the Public Safety Operations and Training Complex. He presented a power point pictorial as well as gave an explanation of progress of the project in great detail. He explained that growth space has been accounted for. They have been looking into space sharing opportunities and specialized operations rooms. Cody Newsome spoke regarding the plants and landscaping issues and the current plans. Rock excavation could call for additional funds. Discussion took place regarding plants and landscaping. Water conservation, natural landscape and xeriscapes were discussed at length. Discussion followed regarding the City setting an example for their own policy. Council expressed a desire to see more options and get cost comparisons. Chief Nero spoke of some of the_budget issues, costs and figures and the current status of the project budget. Budget discussions followed. B Presentation, discussion, and possible direction regarding the Main Street Advisory Board annual update -- David Kellerman, Main Street Advisory Board; Shelly Hargrove, Main Street Manager Shelley Hargrove handed out copies of the presentation. David Kellerman spoke regarding the Main Street Advisory Board. Board members Cindy Harrington, Marcy Urban and Jim Wilson were also in attendance. Kellerman described the duties of the board, the history of the board and both national and Texas Main Street Programs. He spoke about fund raising accomplishments and goals. He also spoke about the success of various events and spoke of plans for upcoming events, listing the events. Kellerman requested that the City pay for this year's holiday lighting. He thanked Council for their generous 50%50 match in the past but is hoping that the City could contribute 100% of the cost this year. He explained that the volunteers on the Main Street Advisory Board are very limited with their time and are not able to afford the time it takes for fund raising. Kellerman also mentioned the wonderful job and insight that Shelly Hargrove gives and explained that her time is also very limited. He then asked the Council to consider getting an administrative assistant for Shelly. He cited the competition of many different groups and agencies involved on the square as another obstacle to coming up with half of the funds. Kellerman also asked the City for 50 thousand dollars to secure downtown fire prevention, citing a recent fire and describing the catastrophe that could happen to the downtown by fire. Discussion followed regarding fagade grants and the original purpose of the Main Street Advisory Board. Brewer addressed the Council regarding these matters. Discussion took place regarding the role of each board, specifically the Main Street Advisory Board and the Convention and Visitors Bureau Advisory Board. Other organizations entered the discussion as well — Downtown Georgetown Association and the Chamber of Commerce, etc. How these organizations compete with the City of Georgetown advisory boards was a concern. Council asked for a report showing the role of each advisory board and the potential for competition, as well as their activities, spending, and fund raising figures. Brewer explained how these organizations are all invited to meetings regularly so that they are not in competition and are educated on the role of each. She explained how the Convention and Visitors Bureau is funded through the hotel occupancy tax, while the Main Street Advisory Board is a local experience for the citizens. She said there was a lot of overlap, but the boards are distinctly different as well. Brewer said the facade fund is still very much active. It has provided 22 thousand dollars in grants this year already. She explained that fund raiser proceeds are given to the facade grant fund every year. Ross left the dais 3.10 PM and returned at 3:15 PM C Review/Discuss proposed 5 -year Utilities & Transportation CIP -- Wesley Wright, P.E., Systems Engineering Director Wesley Wright provided a Power Point presentation on the Capital Improvement Plans which deal with GUS and GTAB items for water, wastewater, stormwater, transportation and airport. Electric capital improvement projects will be discussed in executive session since electric issues fall under competitive matters. The GUS and GTAB boards have recommended approval of all items presented. These plans are part of the budget that will be presented to Council for approval in September. He will be speaking about projects for the next fiscal year. Wright proceeded to list and explain all of the proposed projects and contractual obligations of the City. This report will be attached to the minutes of this meeting. Fought asked Wright about the availability of water throughout various housing expansion projects. Wright said that staff would propose expansion unless there was plenty of water, electric and all necessary utilities. Discussion followed which touched on growth, transportation, future road plans, parking facilities, chip seal problems, funding from sales tax, sidewalks, curb plans, stormwater drainage, the Smith Branch buyout and the City's financial rating. Wright answered all of the concerns from the Council D Overview of the City's 2014/15 Internal Service Funds and related capital maintenance for the City's facilities, parks, fleet and technology services -- Micki Rundell, Chief Financial Officer Micki Rundell provided a presentation on the capital maintenance plans for the City's facilities, parks, fleet and technology services. Her Power Point presentation is attached to the minutes. Ross left the dais at 3:55 pm and returned at 3:57 pm Discussion took place regarding the Animal Shelter's maintenance schedule, possible fund raising by the Animal Shelter Advisory Board, the replacement of kennel floors, safety audits for playgrounds, safety audits in general, ADA issues, maintenance plans for vehicles, copiers, landscaping and replacement cost updates. Discussion then took place regarding the comparison of the City's facilities maintenance to other cities of similar size. Rundell explained that this maintenance plan is above and beyond the plan of other cities our size, but went on to say that is allows for better planning and a more realistic view creates less competition for budget dollars. Brandenburg added that eliminating the competition by regularly scheduled maintenance is a great tool for the City internally and allows the City to repurpose at times to save money. E International Fire and Building Code Update -- Dave Hall, Chief Building Official and John Sullivan, Fire Chief Dave Hall provided a Power Point presentation explaining the Building Code updates. Chief Sullivan provided a Power Point presentation explaining the Fire Code updates. Both presentations will be attached to the minutes of this meeting. Jonrowe left at 4:10 PM and returned at 4:12 PM Question and answer discussion followed including discussion on new materials and methods of construction, new gas code requirements for residential electric cars, bed and breakfast regulations, fire sprinklers on the square, and the City's intention to always follow the best practices Meeting recessed to Executive Session Under Sections 551.071 and 551.074 of the Local Government Code — 4.30 PM Executive Session In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon's Texas Codes, Annotated, the items listed below will be discussed in closed session and are subject to action in the regular session.
