Policy Development/Review Workshop — Call to order at 2:00 PM A Discussion and possible direction regarding the phasing and funding of the City Center Facilities Plan — Paul E Brandenburg, City Manager; Laurie Brewer, Assistant City Manager and Micki Rundell, Chief Financial Officer Mayor called the meeting to at 2:05PM Eason absent. With a Powerpoint Presentation, Brewer, reviewed the City Center Facilities Plan for the Council. She said this initiative falls under the "City of Excellence" focus area of Signature Destination. She spoke about the 2003 and 2013 Downtown Master Plans and how they both called for a Civic Center downtown. She provided a brief background of the facilities plan which was adopted in 2003 and updated in 2007. She described the five year needs and the long term needs as indicated in the plan. She described the progress that has been made so far with the plan. She listed the changes and conditions that have been added since the original study, including the Public Safety and Training and Operations Center and Municipal Court. She spoke about how their current focus is on the city's marketable assets such as the Historic Post Office, Visitors Center and the old Albertson's Building. She spoke about selling the post office building and noted the process could be similar to the Thundercloud Subs/fire bay exchange to ensure compatibility. She spoke about the existing assets downtown. She described the steps that are occurring to implement the Civic Center Plan. She said staff agrees the City would need to phase this plan. She listed the plan goals for the Council, including outdoor public space for special events and gatherings, indoor public space for meetings and small performances, public parking and consolidated city facilities. She showed Council a map of the plan area and the existing conditions. She spoke about the study done by Winter and Co. and listed the various phases in that plan. She reviewed each of the phases in detail. Eason arrived on the dais. She said the current focus is on Phase 1A, to renovate the bottom floor of GCAT building for Municipal Court. She said design funding of $25,000 proposed for 2015 for the Council Chambers and CVB. She reviewed the phase one goals and showed Council a rendering of the improvements. She briefly touched on Phases 2 and 3 of the plan. She spoke about the proposed parking in the plan and said the short term option is the MLK and 8`h Street surface lot and the long term option is the structure facility. She noted this project is a work in progress. She said the Council has been provided with various cost comparisons of the phases of this project. She spoke about the next steps in the process. Gonzalez spoke about how it is important to mitigate the cost of these projects to the taxpayers. He asked if there are any local architects that could be engaged in this project. Fought asked if staff has looked at the cost benefit analysis of renovating versus demolishing the buildings. Brewer said staff is definitely looking in that. Fought asked and Brewer said there are no structural issues that staff has seen with any of the buildings, including the old library. Jonrowe asked and Brewer said the Power and Light building is a historic building and will be treated as such. Jonrowe asked and Brewer spoke about the current improvements planned for 8 Street and how that would relate to this plan. Hesser asked and Brewer said the City has already had two individuals approach the City for the potential use of the old Post Office. Hesser asked and Brewer spoke about how staff has built a priority ranking for the various facilities projects. Hammerlun asked and Brewer said the idea now is to have the consolidation occur in the Old Library and Police Station. Hammerlun spoke about how construction costs are changing significantly and staff needs to be proactive regarding that issue. Brandenburg spoke about how the City is in the driver's seat during this process. There was much discussion. B Presentation, discussion and direction regarding a possible Residential Rental Registration Program — Laurie Brewer, Assistant City Manager and Jennifer Bills, Housing Coordinator With a Powerpoint Presentation, Brewer reviewed the Residential Rental Registration Program proposal for the Council. She spoke about how the idea of this program came about. She said, under the program, the property owner would be responsible for registering with the City. She said the fee would be $10. She listed the information that will be requested under the program and spoke about how the city would use the information. She said landlord/tenant packets would be available for pick up. She described some of the information that would be included in those packets. She said staff also proposes to create a rental registration website which would provide the access to the online registration. She described the information that would be available on the website. She spoke about the next steps in the process and said staff will draft an ordinance to adopt the fee schedule. She noted the final program details will be brought back to Council for direction and final action. Jonrowe asked and Brewer said it would be a one-time registration per property. Jonrowe asked and Brewer said she does not see how this would require the city to hire new staff members. She noted, however, the current staffing can only allow for complaint driven enforcement. Jonrowe said that speaks to a larger issue. Gonzalez said he thinks this program is too intrusive. He noted he does not think that single family residences should have to register and suggested the city remove single family homes, townhomes or condos from the list. Eason disagreed and spoke about the issues the city has had with the renting of single family homes. Gonzalez said he thinks the city is crossing the line between being helpful and intrusive. Brewer spoke about how staff has received a lot of complaints about single family renters. Jonrowe spoke about why she thinks single family renters should be included in this process. Hesser asked and Brewer spoke about the penalties that would be imposed if a tenant fails to register. Dominguez spoke about how the city deals with single family residences being changed from owner occupied to rentals. She spoke about how this will help to educate people who do not normally have rental properties. Eason asked how the City would know when a property changes hands. Brewer said we would not know but it is an option to make registration annual. There was much discussion about when and how often to require registration. Fought said the tenants will change more often than the actual property owners. Fought spoke about making the lack of registering punitive. Gonzalez said he does not want to expand bureaucracy beyond what the City has to do. Brainard asked what percentage of rental properties we suspect will be a problem. Dominguez spoke about the concerns that were expressed at the city's stakeholder meetings. Brainard asked about the registration form and said it seems to him that it is not that intrusive. He said he appreciates that it is a one-time registration. Mayor asked and Dominguez spoke about how staff will educate the public on this program. Brewer spoke about how the City will work closely with the homeowner's associations around the community to spread word of this new program. C Final Overview of the proposed South Georgetown Tax Increment Reinvestment Zone (TIRZ) — Paul E. Brandenburg, City Manager; Mark Thomas, Economic Development Director and Micki Rundell, Chief Financial Officer Brandenburg reviewed this item for the Council. He spoke about the idea of creating a TIRZ for this area and how it came about. He noted it will encourage development in that area. He said there is an action item on the Regular Agenda to create this TIRZ. With a Powerpoint Presentation, Rundell provided a project overview of the Georgetown Southern Gateway. She said the goal of the TIRZ is to encourage high quality development that promotes economic growth and creates jobs. She provided Council with a map of the proposed TIRZ area. She spoke about why the City should create a TIRZ. She said it accelerates development by removing barriers and is a tool to leverage other City revenue sources, while having development pay for itself. She described how the plan would work. She said debt service payments will be paid from the TIRZ revenue when available. She reviewed the highlights of the proposed TIRZ. She said it includes 595 acres, the estimated value at build out exceeds $573 million, improvements costs will be reimbursed at $47.8M and the development is expected to begin as soon as possible. She said staff has met with landowners and stakeholders on this issue and noted there is a consensus of support of the plan. She said there are already substantial commitments to move forward with commercial/mixed use projects in this area. She concluded and said this TIRZ has been supported by the GGAF, GTEC and GEDCO Boards.
