The Georgetown City Council will meet on Tuesday, April 22, 2014 at 2:00 PM at the Council Chambers, at 101 E.
7 1 St., Georgetown, Texas

Policy Developinent/Review Workshop — Call to order at 2:00 PM
A City Council review, discussion and possible direction on the strategic goals established by the City Council for
the City of Excellence and the five (5) Priority Focus Areas -- Paul E. Brandenburg, City Manager
Gonzalez absent.
Brandenburg gave a brief overview of the history of the item as well as the last visioning session that took place
with the Council. He would like for staff to receive direction from the Council on the list of final priorities coming
out of the last session. He mentioned last year's priorities will not be changed.
He began with the public safety priority area. He spoke about public safety and said the one priority that sticks out
for him is the one related to maintaining competitive pay. He continued to list the priorities under this area.
Brainard spoke about the importance of maintaining competitive pay and how it is related to having the best public
safety organization in the State. Eason said she would like to see the diversification be moved up higher on the
list as well. Fought said he agrees the competitive pay is a top tier priority but the narcotics program should be
higher. Hesser asked and Brandenburg said police and fire are governed by Civil Service and are given a step
system for their pay increases. Hesser asked and Brandenburg described how the City got so far behind some of
the other agencies in terms of pay and how that issue has been rectified. Hesser spoke about how a procedure
for compensation should take care of itself in terms of compensation. Nero spoke about how the system will now
do that. Hammerlun and Hesser asked how a cost of living adjustment fits into the current system. There was a lot
of discussion about the current compensation policy for public safety. Jonrowe reminded Council today is about
organizing priorities. She said the competitive pay should be number one and the others are on equal footing.
Fought said the third priority should be at the bottom of the list. Rinn rearranged the public safety priority list to
correspond with Council's discussion.
Motion by Fought, second by Hesser to direct staff to maintain the order of public safety priorities as on the
screen.
Brainard said this is fine but it does not mean much until Council can see how much these things cost.
Vote on the motion: Approved 6-0 (Gonzalez absent)
Brandenburg introduced the transportation priority. He said the airport item has already been addressed. Jonrowe
said it seems some of these projects are already in the budget. Staff agreed. Brandenburg briefly reviewed the
priorities on this list. Hammerlun spoke about how the last two priorities should be the top two issues. Rinn
rearranged the transportation priority list to correspond with Council's discussion.
Motion by Hammerlun, second by Hesser to approve the new transportation priority list.
Polasek spoke about how he appreciates having these items on the list as a constant reminder of what staff
needs to keep moving toward. Vote on the motion: Approved 6-0 (Gonzalez absent)
Brandenburg said spoke about the economic development priority area. He reviewed each of the priorities listed
under economic development. Eason said it seems the City has already done a study at Lake Georgetown and
added she would move that priority to the last one on the list. Jonrowe spoke about how some of these items are
already on going and in the works. She said she thinks diversifying the city's tax base should be number one.
Fought said he agreed with the list but said he wants to make sure the City does not lose sight of any of these
priorities. There was a lot of discussion about this category. Hesser spoke about Workforce Training and if the
City should be identifying the skills they need. Thomas confirmed that is part of the city's retention program.
Hammerlun spoke about the importance of all of our city's processes, not just UDC, and how the city needs to
make sure we are user friendly and any perceived impediments are reviewed. There was discussion regarding
the city's Boards and Commissions and how it needs to be its own priority area. Eason said this part needs more
intense scrutiny regarding everyone understanding their role and process. She noted it is important for liaisons to
know how to be liaisons. Hammerlun said that is exactly what he is trying to convey. He said he wants to be sure
they are effective and functional as possible. Brandenburg suggested adding another priority for this subject
matter. Rinn rearranged the economic development priority list to correspond with Council's discussion.
Motion by Fought, second by Hesser to approve the new priority list. Approved 6-0 (Gonzalez absent)
Brandenburg moved on to speak about utilities and he reviewed the priorities that came about during the visioning
session. Brainard asked about water conservation and how that priority should be moved to number one and that
number one should be moved to number two. Jonrowe said expanding the energy portfolio should be number
four. Rinn rearranged the utilities priority list to correspond with Council's discussion.
Motion by Jonrowe, second by Brainard to approve the utility priority list. Approved 6-0 (Gonzalez absent)
Brandenburg spoke about signature destination section and he reviewed all of the priorities under that area.
Hesser said parking downtown should be very high on the list. Rinn rearranged the signature destination priority
list to correspond with Council's discussion.
Motion by Hesser, second by Jonrowe to approve the list as shown on the screen Approved 6-0 (Gonzalez
absent)
Brandenburg spoke about crosscutting themes, priorities under this category are not under a particular category.
The City Council added a priority related to the city's Boards and Commissions, its processes and a related
training program. Rinn rearranged the crosscutting themes priority list to correspond with Council's discussion.
Motion by Eason, second by Hesser to accept list as presented on the screen. Approved 6-0 (Gonzalez absent)
