A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS RELATING TO A CITY COUNCIL POLICY FOR
CITY COUNCIL APPOINTED EMPLOYEE POSITIONS.
WHEREAS, pursuant to the City Charter of the City of Georgetown, the City Council appoints
the City Manager, City Attorney, City Secretary, and Municipal Court judge ( "City Council
employees ") and
WHEREAS, the City Council employees report directly to the City Council and serve at the will
of the City Council; and
WHEREAS, the City Council recognizes the contribution and service of each City Council
employee and the importance of providing uniform guidelines and policy governing the City
Council employee positions; and
NOW THEREFORE BE IT RESOLVED:
SECTION ONE. The facts and recitations contained in the preamble of this resolution are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim.
SECTION TWO. The City Council hereby adopts the following policy for City Council employees:
1. City Council employees shall be offered an Employment Agreement at the time of their
hire to provide security in their appointed positions and to provide incentive to accept
the appointment.
2. The terms of the Employment Agreement shall include the following, to be negotiated
on an individual basis specific to each individual and position:
a. Employment Conditions and Duties;
b. Performance Evaluation and Review;
c. Salary and other compensation provisions;
d. Vacation and other benefits;
e. Duration and termination provisions; and

f. General provisions.
3. The City Council shall conduct annual performance evaluations for each City Council
employee. The annual performance evaluation shall be conducted according to the
City Council employee performance appraisal process adopted by the City Council and
accepted by City Council Employees, or as may be amended in the future. Any
associated pay increase shall be implemented in conjunction with the start of the next
fiscal year.
SECTION THREE. The Mayor is hereby authorized to sign this Resolution and the City Secretary
to attest.
SECTION FOUR. This Resolution shall become effective upon its adoption.
