'?fIO076-19 WHEREAS, the City Council adopted an emergency reading of an ordinance suspending new applications for manufactured housing for one year on February 9, 1999; and WHEREAS, the Century Plan Housing Plan Working Group is preparing the Housing Element of the Century Plan, which includes a policy direction on manufactured housing; and WHEREAS, the City Council held a Policy Development/Review Workshop, on October 26, 1999 to discuss potential development standards for manufactured housing to be included in the Zoning Ordinance and Subdivision Regulations. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: SECTION 1. The facts and recitations contained in the preamble of this resolution are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this resolution implements the following Policies of the Century Plan - Policy Plan Element: 1. Housing Policy 10.0 which states: "The City cooperates with builders, developers and property owners to provide safe and adequate housing opportunities for all citizens"; and 2. Growth and Physical Development Policy 7.1, which states: "The City's regulations implement the Policy Ends and provide the opportunity to seek change with reasonable effort and expense"; and further finds that the adoption of this resolution is not inconsistent or in conflict with any other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the Policy Plan. SECTION 2. The City Council hereby directs the Century Plan Housing Element Working Group to review and reassess the City's policies and regulations for manufactured housing developments and to recommend revisions to the regulations for adoption by the City Council. The City Council instructs the Century Plan Housing Element Working Group to include the elements set forth in Exhibit A of this resolution in the regulations being revised for manufactured housing. SECTION 4. The Century Plan Housing Element Working Group shall report their recommendations to the City Council no later than December 14, 1999. SECTION 5. We do see them as helping to satisfy a need to provide housing for a diversified workforce. Further, this issue of housing affordability can be considered in the Housing Plan Element. Therefore, we can support manufactured housing in Georgetown if they: * Meet all single family Sub. Reg. requirements (A) * Have individual meters (B) * face the street (not end to end) * have landscaping throughout the project (D) * are placed on a permanent foundation (E) * have an attached garage (F) * have a pitched roof (G) * have a front porch (H) If they cannot meet these standards then we would consider a PUD in which we negotiate a development that largely conforms to the APA recommended standards for manufactured housing. Also, we realize the severe limitations on what we can do in the ETJ.
