HomeMy WebLinkAboutRES 990504-ERESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF GEORGETOWN, TEXAS, ORDERING A RUNOFF ELECTION FOR THE OFFICE OF MAYOR OF GEORGETOWN, TEXAS TO BE HELD ON MAY 29,1999. WHEREAS, pursuant to the laws of the State of Texas and the Charter of the City of Georgetown, Texas, a General Election was held on Saturday, May 1, 1999, for the purposes of electing: Two (2) Members of the Georgetown City Council: one Councilmember from each of Districts 2 and 6; and a Mayor (elected at large from all city Districts); and WHEREAS, in the Mayor's contest, no one candidate has received a clear majority of the votes cast for Mayor in the General Election; and WHEREAS,as provided in the City Charter, in the event that no candidate can be declared the winner by clear majority, a Runoff Election shall be held not earlier than 20 days nor later than 30 days after the date of the final canvass of the main election, that date being Saturday, May 29, 1999. WHEREAS4he laws of the State of Texas and the Charter of the City of Georgetown, Texas further provide that the Election Code of the State of Texas is applicable to said election, and in order to comply with said Code, a Resolution should be passed establishing the procedure to be followed in said election, and designating the voting places for said election. NOW, THEREFORE, BE IT RESOLVED AND ORDERED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS THAT: SECTION 1 - VERIFICATION OF FACTS The facts and recitations contained in the preamble of this resolution are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. SECTION 2 - CONFORMANCE WITH CENTURY PLAN The City Council has found that this action implements Governmental Affairs Focus End 6.1 of the Century Plan - Policy Plan Element, which states: "All citizens actively participate in governmental functions. "; and has found that this action is not inconsistent or in conflict with any other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the Policy Plan. Runoff Election Resolution No. Page I of 3 Pages SECTION 3 - ISSUES AND CANDIDATES In such Runoff Electron, the two candidates who received, in the preceding election, the highest number of votes for the office of Mayor, shall be voted on again, and the candidate who receives the majority of the votes cast for Mayor in the Runoff Election shall be elected to such office. The order in which the names of the candidates are to be printed on the ballot shall be determined by a drawing held by the City Secretary on May 11, 1999, at 4:30 p.m. in the City Council Chamber, located at 101 E. 7th Street, Georgetown, Texas. Code. SECTION 4 - PAPER BALLOTS Voting shall be conducted with paper ballots prepared in conformity with the Texas Election SECTION 5 - EARLY VOTING As City Secretary, Sandra D. Lee is hereby appointed as Clerk for Early Voting. In this Runoff Election, early voting by personal appearance shall take place at the Main Early Voting Location /City Hall and at the Branch Early voting Location at the GISD Administration Building, beginning Wednesday, May 12, 1999, through Tuesday, May 25, 1999, 8:00 a.m. to 5:00 p.m.. Early Voting will also be held at the City Hall on Saturday, May 15 and Saturday, May 22, 1999, from 9:00 a.m. to 1:00 p.m. SECTION 6 - ELECTION DAY VOTING Election day voting on Saturday, May 29, 1999, shall take place at either of the following two locations: Polling Place "A ", Georgetown Public Library, 808 Martin Luther King Blvd. for voters residing in City Single- Member Districts 1, 2, 3, 6, and 7, and at Polling Place "B ", at the Georgetown Independent School District Tax Office, 603 Lakeway Drive, for voters residing in City Single- Member Districts 4 and 5. SECTION 7- RESULTS The City Secretary shall conduct an unofficial tabulation of results after the closing of the polls of the Runoff Election on May 29, 1999. The official canvass and tabulation of the results of the Election shall be conducted by the City Council at a Special Council Meeting on Tuesday, June 1, 1999, . at 5:30 p.m. SECTION 8 - EFFECTIVENESS OF RESOLUTION This resolution shall be effective immediately upon adoption.
