HomeMy WebLinkAboutRES 990323-TTRESOLUTION NO. WHEREAS, Escalera Development, L.L.C. ("Escalera"), has indicated an interest in developing approximately 1,150 acres of real property located in Williamson County, Texas ("Property"), to be known as Escalera Ranch; and WHEREAS, Anne Vinther Patience is the current owner of approximately 1,000 acres of the Property, and Escalera is the current owner of approximately 150 acres of the Property and also owns an irrevocable option to purchase the remainder of the Property from Patience; and WHEREAS, the Georgetown Community recognizes the significance of this proposed development for Georgetown; WHEREAS, the development of Escalera Ranch will require the extension of significant water utility infrastructure and this water line extension will provide a significant community benefit more far-reaching than the Property alone by providing a funding mechanism for the extension of the water distribution line to the edge of the City's CCN and providing a cost effective means to create a looped nterconnection of the water system between the City and Chisholm Trail Special Utility District, as well as an opportunity to offer water service to residents of the Whitetail Subdivision, located in the southwest portion of the City's water CCN; and WHEREAS, the community will benefit from the gain of up to 19 acres of parkland along the South San Gabriel River as a result of this development; and WHEREAS, Patience and Escalera propose to include the Property within the extra- territorial jurisdiction ("ETJ") of Georgetown and to comply with the requirements of the City's Development Regulations throughout the development of Escalera Ranch; and WHEREAS, the City Council has determined that the City will benefit from the extension of water utility infrastructure and the extension of the City's ETJ, and that the development of Escalera Ranch is in the best interest of the City. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: Escalera Ranch Resolution No. 7- T Page 1 of 2 Section 1. The facts and recitations contained in the preamble of this resolution are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this resolution implements the following policies of the Century Plan -- Policy Plan element: 1 Growth and Physical Development Policy 1, which states: `The City will ensure that future land use patterns provide economic, cultural, and social activities to all residents, businesses and organizations"; and 2. Growth and Physical Development Policy 2, which states: "The City will encourage new development and infill redevelopment in the community". Section 2. The City Council hereby finds that the development of Escalera Ranch is in the best interest of the community, and further adopts the development of Escalera Ranch as an economic development program for the Georgetown Community, under the authority of Section 380.001 of the Texas Local Government Code. Section 3. The City Council hereby welcomes Escalera Ranch to our community and pledges its support in cooperating with Escalera, Patience and their representatives to satisfy the needs of both Escalera Ranch and the Georgetown Community to the mutual benefit of all parties. Section 4. This resolution shall be effective immediately upon adoption. RESOLVED this 23rd day of March, 1999.
