A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS,
RECOGNIZING THE NEED FOR A STOP SIGN ON THE EAST IH-35 FRONTAGE ROAD,
SOUTHBOUND, AT THE LAKEWAY AND BUSINESS IH-35 INTERSECTION; AND
ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, the Texas Department of Transportation (TxDOT) has jurisdiction over IH-35
in Georgetown, including the business routes and frontage roads; and
WHEREAS, the section of the business IH-35 frontage road is within the Georgetown City
limits and presently allows for two-way traffic with a 50 mph speed limit northbound and a 55 mph
speed limit southbound at the junction of Lakeway Drive and Business IH35; and
WHEREAS, the existing traffic conditions at the intersection of Business IH-35 and Lakeway
Drive have experienced increased growth, and traffic volumes have increased steadily over the past
ten years; and
WHEREAS, the Texas Department of Transportation (TxDOT) plan to change this frontage
road to a one-way and reconfigure the junction within the next year, includes a stop sign; and
WHEREAS, this junction is rated in the top 10 accident locations in the City of Georgetown
by Georgetown Police Services Division; and
WHEREAS, the outcome of a three and one-half year study done by Police Services,
resulted in data confirming 26 accidents as of April 2000, half of which resulted in injury and one
fatality, and
WHEREAS, it is stated in "The Texas Manual on Uniform Traffic Control Devices", under
Part 11, Section B, Page 2; a stop sign may be warranted at an intersection where a combination of
high speed, restricted view, and serious accident record indicates a need for control by the stop
sign; and
WHEREAS, the manual referred to above, also makes reference to installing a stop sign on
a major street, as at a three-way intersection where safety considerations may justify stopping the
greater flow of traffic to permit a left-turning movement; and
WHEREAS, the City Council of the City of Georgetown finds it to be in the best interest of
the citizens of Georgetown to request from TxDOT the installation of a stop sign on the east IH-35
frontage road, southbound, at the Lakeway and Business IH-35 intersection.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this resolution are
hereby found and declared to be true and correct, and are incorporated by reference herein and

expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
resolution implements the following Policy Ends of the Century Plan - Policy Plan Element:
Governmental Affairs Policy End 15.0 which states: "A high level of cooperation and
involvement exists among Georgetown's citizens and governmental organizations;
and
2. Transportation Policy End 10.0 which states: "Citizens and commercial goods move
safely and efficiently through all parts of the City";
and further finds that the adoption of this resolution is not inconsistent or in conflict with any other
Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the Policy Plan.
SECTION 2. The City Council of the City of Georgetown hereby recognizes the need for
a stop sign on the east IH-35 frontage road, southbound, at the intersection of Lakeway and
Business IH-35, and resolves to request the installation of said stop sign by Texas Department of
Transportation.
SECTION 3. This resolution shall be effective immediately upon adoption.
