A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, ENCOURAGING THE DEVELOPMENT OF
APPROXIMATELY 820 ACRES OF REAL PROPERTY LOCATED IN
WILLIAMSON COUNTY, TEXAS, TO BE KNOWN AS CIMARRON HILLS
WHEREAS. Paloma Cimarron Hills, L.P. ( "Paloma "), has indicated an interest in
developing approximately 820 acres of real property located in Williamson County, Texas
( "Property "), to be known as Cimarron Hills;
WHEREAS, Paloma is the current owner of the Property, and such Property is located
partially within the City's extra - territorial jurisdiction ( "ETJ" );
WHEREAS, the Georgetown Community recognizes the significance of this proposed
development for Georgetown;
WHEREAS, the development of Cimarron Hills on the Property ( "Project ") will require
the extension of significant wastewater utility infrastructure to serve the development, which will
provide a community benefit to the City's wastewater utility through dedication of these facilities
to the City;
WHEREAS, the Project is located within the water service area for Chisholm Trail
Special Utility District ( "CTSUD "), and is consistent with the City's agreement with CTSUD to
encourage the provision of wastewater utility service within the CTUSD water service area
where feasible;
WHEREAS, Paloma proposes to post security with the City in the amount of $350,000 to
cover any shortfalls between revenue and operational casts of the wastewater system within the
Project until the revenues for the City exceed operation and maintenance costs;
WHEREAS, the Project would not involve the creation of a Municipal Utility District
( "MUD "), which is consistent with the City Council's policy of discouraging the development of
MUDs within the City's ETJ; -
WHEREAS, Paloma proposes to include the entire Property within the City's ETJ and to
comply with the requirements of the City's Development Regulations throughout the
development of the Project;
WHEREAS, Paloma proposed to pay a transporation fee to the City in the amount of
$950 per housing.unit consistent with the policy of the City Council on development agreements;

WHEREAS, the City Council has determined that the City will benefit from the
development of the wastewater collection system and wastewater treatment facility within the
Project, the collection of transportation fees to assist in development of the City's transportation
system west of IH -35, and by the extension of the City's ETJ, and further that the development
of the Project is in the best interest of the City;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GEORGETOWN, TEXAS, THAT:
Section 1. The facts and recitations contained in the preamble of this resolution are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
resolution implements the following policies of the Century Plan -- Policy Plan element:
Economic Development Focus End 1.01: 'Existing undeveloped sites in
Georgetown are put to beneficial use."
Growth and Physical Development Policy End 3.00: "Citizens, business owners and
organizations enjoy the benefits of well - planned land usage in which conflicting needs
are balanced."
Housing Policy End 6.00: "All citizens have access to safe and adequate housing
opportunities."
Section 2. The City Council hereby finds that the development of Cimarron Hills is in
the best interest of the community, and further adopts the development of Cimarron Hills as an
economic development program for the Georgetown Community, under the authority of Section
380.001 of the Texas Local Government Code.
Section 3. The City Council hereby welcomes Cimarron Hills to our community and
pledges its support in cooperating with Paloma and their representatives to satisfy the needs of
both Cimarron Hills and the Georgetown Community to the mutual benefit of all parties.
Section 4. This resolution shall be effective immediately upon adoption.
