Members Present: Steve Fought, Patty Eason, Keith Brainard, Rachael Jonrowe, Jerry Hammerlun, John Hesser Members Absent: Mayor George Garver, Tommy Gonzales Staff Present: Paul E. Brandenburg, City Manager, Shirley Rinn, Executive Assistant MINUTES Regular Meeting The Meeting was called to order at 5:00 p.m. A. Discussion and possible action regarding the Social Services and Youth Program Funding Policies and Guidelines. In the absence of the Mayor and Pro Tem, the Deputy City Secretary Shirley Rinn called the meeting to order and Patty Eason was appointed as acting chair. Brandenburg provided an overview of the history of the allocation process for the FY 2014-15 Budget, as well as the prior discussions as to the application and funding process for Social Services and Youth Program Funding. The Council extensively discussed the current process and brainstormed ideas for moving forward with a new process. Items of discussion included: • Combining the social service and youth program funds into one fund • Setting up funding for incubators • Sunset provisions • Multi -Year Contracts with certain agencies • Setting up a fund to partner with other organizations There was additional discussion regarding the history of the formulation of the policies and guidelines currently utilized for the allocation of funding for Social Service and Youth Programs. There was also discussion regarding how the current process is difficult in that it seems the process is rushed every year and that Council has little time to make allocation determinations. City Council Special Meeting — Social Services & Youth Program Funding Policy and Guidelines January 6, 2014 Page 1 of 2 The Council went on to discuss the need to revisit the current guidelines and policies and formulate a strategy to determine a new funding process. They also discussed whether or not they needed to determine whether or not there were certain agencies that they would plan to continue funding on an ongoing year to year basis. Some of the agencies mentioned were the Caring Place, which utilizes a wide -base of clients and volunteers in the Georgetown Community and Lone Star Circle of Care, which will be an integral part of the City's self- insurance status. It was also mentioned that the Council needed to consider "tipping points" at which organizations who have received funding from the City would no longer need funding or full funding. It was reiterated that the Council needed to determine a process before any conclusions can be made with regard to the current policies. It was further discussed that the Council needed to see a process that is as reasonable and rational as possible in order to simplify the application process. Joint applications were mentioned, as well as the need to work on the accountability and outcome reporting from the agencies. There was additional discussion related to starting over instead of trying to revamp the current process. Set up a new Mission Statement and then move on from that point. There was also discussion about turning this review over to an outside party to review and come up with the Mission Statement, Process, Outcomes, Performance Measures, etc. and then bring it back to the Council for review and approval. It was also mentioned that the Fire Department recently came to Council with a Fire Department Education Program and whether or not this type of program should come out of this type of funding instead of the Fire Department Budget. The Council then again discussed the history of the current process and how current Social Service criteria has to meet health and welfare needs, including basic needs such as food, medicine, shelter, etc. Council went on to discuss having a Task Force review the current process and bring options back to the Council for its review. This would include a Mission Statement. It was also mentioned that the funding and the criteria need to be kept separate. Some of the items that Council would like to see reviewed are: Categories of Services, Objectives, Outcomes, Measures, a Common Application Process, etc. Motion by Hesser, second by Fought to appoint Suzy Pukys to chair a Task Force to define a Mission Statement for the City's Social Services and Youth Program Funding Programs, redefine the process to include Categories of Services, Objectives, Measures, Outcomes, a Common Application Process, etc. and report back to the City Council with recommendations.
