A Call to Order- A SPECIAL MEETING OF THE CITY COUNCIL
B Consideration and possible action to approve a Resolution and related documents concerning the City of
Georgetown's support and acceptance of a grant from Texas Department of Transportation (TxDOT) -
Aviation Division to fund the Georgetown Airport Tower Operations on an Emergency 90 Day Basis in an
amount not to exceed $155,000 on a 90/10 cost reimbursement basis -- Sarah Hinton, Airport Manager and
Edward G. Polasek, AICP, Transportation Services Director
Eason, Gonzalez absent.
Polasek described the Resolution and the contract in Item C.
Hellmann asked and Polasek confirmed this is just for 9- days to work out a permanentn solution. Polase said
the issue is to City has to go through the legal process to deterimine what the grant obligation is. He said staff
also has to look into the City's ... he continued to describe some of the other issues that will need to be studied.
Eason arrived at the dais.
Hellmann asked and Chapman said legal is working on the legal obligations .... opinion versus what is
determined witll be two different things. She said they have an opinion but there are other jurisdictions that are
contemplating filing suit over safety concerns. She said that will be fought in the federal courts. listen to
Polasek's comments. Hellmann asked if the City is investigating the residnts at the airport. Hinton said we did
not get into this issue -right now we are moving forward with everything we need to do to keep the tower open.
She said they ar ein the process of getting info gathered... will be presented at the April 23 meeting. Briggs
spoke about revenues to keep the tower open ... what is th eoperational strategy in the tower related ... tia for air
traffic. Look at th volumes, times and see whenever tha is critical and necessary... times may adjust and the

staffing may adjust. He siad there is a lot of flexibility there .... when you get intofunding, that needs to be ooked
at in the overall budget nad revenues. He siad theat ties into the strategic plan -really adn trult it s amore
comprehensive. He siad there is a lot of hanfers that are underutilized .... a lot of stuff we have to ook at ... study
coming in. Hellmann asked and Briggs siad they are looking athte draft and hope to get it in on the 23rd. He
said he was hoping to tie that in to the budget discussion. Sattler asked in the tower losing can indirectly affect
to sale of fuel. Briggs said it can do that. Sattler asked and Briggs said bigger planes that need more fuel will
not be landing. Sattler asked an Hinton said we do not have that amount right now. Hinton siad some planes
won't be able to land due to their insurance carriers. Briggs said most of their time has been spent getting all of
the contracts together, which has been tough. He said to City needs to have the 90 days because he can't get
all options ready in such a short period of time. Hammerlun asked and Polasek confirmed this contract is
different. He said, clearly the $222,222 ...he asked. Polasek said the term of the TXDOT agreement is 90 days.
Chapman said the $222,222 is not an expenditure... actual expenditure... month to month ... not a 90 day
commitment with RDA. She said the maximum amount ...Hammerlun said he wants to make sure he knows
what the City is voting on. Polasek described why there was a discrepancy in the cost. Chapman siad the
reimbursmenet amiunt is 90% of what we pay RVA. Hinton... listen to her comments. Hammerlun asked and
Chapman sid there was no termination day ... Septemnber date is there becuase that is when the collecive
bargaining agreement expires. Hammerlun asked and Chapman confirmed we have the RVA certificate of
insurance. Chapman said the federal ... Jonrowe asked where the money is coming from and if it will have a
negative impact on other projects. Rundell said the Clty is coming up with plans and alternatives to address that
in th ebduget. Election budget Rundell said that is enought o get us through this year. Jonrowe asked and
Rundell said there are other monies that will be available. Brandenburg said the next City Council
meeting.... staff should bring back where the money comes from. Rundell agreed and said we were looking at
how we are going to fund what we need today. Briggs said, if the tower shuts down ... 16 days ... listen here. He
siad you rimpact could surpass 16.5 in lost revenue. refine before year end. ..savings that would cover some of
that. He siad it is difficult to pinpoint ... Jonrowe said she is concerned with the 100% that will be put up front.
Rundell said that is not going to be an issue. Polasek siad it is as long as we get reimbursed. Eason asked and
Polasek said, right now the tower has all of the necessary equipment. Briggs said the ongoing maintenance for
the equpment is still the responsibility of the City. Sattler asked and Chapman said, under these circumstances,
this would not be a force majeur (?) event. Chapman said this is more of a contractual ??? Mayor said,
yesterday, he was able to attend the TXDOT Board of Commissioners ... listen to his comments here.
Motion by Jonrowe, second by Meigs to approve. Approved 6-0 (Gonzalez absent)
C Consideration and possible action to award a contract to Robinson Aviation, Inc. (RVA) to fund the
Georgetown Airport Tower Operations on an Emergency 90 Day Basis, in an amount not to exceed
$155,000 -- Sarah Hinton, Airport Manager and Edward G. Polasek, AICP, Transportation Services Director
Polasek described the contract with RVA. He said the contract is pretty straightforward. Hellmann asked and
Polasek said, based on the c ontracted tower having the union contracts we had to continute the FAA rate.
Motion by Jonrowe, second by Meigs to approve.
Hammerlun asked about increasing the amount in the contract and if that is possible. Authorize the $155,000
and we can add the additional dollars later. Polase said we can post on the April 23 agenda if necessary.
