HomeMy WebLinkAboutORD 870112.010 - Amending Ord 86-33ORDINANCE NUMBER 870112.010 AN ORDINANCE OF THE CITY COUNCIL OF GEORGETOWN, TEXAS AMENDING ORDINANCE NO. 86-33 ADOPTED AUGUST 26, 1986, WHICH WAS THE ORIGINAL BUDGET OF SAID CITY FOR THE FISCAL YEAR 1986-87 BEGINNING SEPTEMBER 1ST, 1986 AND ENDING AUGUST 31ST 1987; PROVIDING FOR TRANSFER BETWEEN DIVISIONS; APPROVING AN UNBUDGETED EXPENDITURE; APPROVING AND ADOPTING THE AN£ENDED BUDGET, DECLARING AN EMERGENCY; PROVIDING A SEVERABILITY CLAUSE, WHEREAS, after notice and public hearing as required by law, on August 26, 1986, the City Council of the City of Georgetown, Texas (hereinafter Council) 1986), and Section 6.04 of the adopted the budget for the City for the fiscal year 1986-87, beginning September 1st, 1986 and ending August 31, 1987; and the expenditure WHEREAS, the City Council, since the passage of that certain matters of public necessity have arisen expenditures and appropriations to meet unusual which could not, by reasonable diligent thought included in the original budget; and said original budget, finds which require emergency and unforeseen conditions, and attention, have been WHEREAS, the City Council, the budget are pursuant to Article 689a-15 (VATS Supp. 1986), and Section 6.04 of the revised factual information City Charter, make the following findings of fact: 1. Now exists $1,084.16 in an account, styled City of Georgetown Bicentennial Log Cabin Account, within a city bank account, and such account has shown no activity in recent years, and such funds are threatened with removal under Texas escheat laws, and notice of such has been received by the city, and city has no desire to allow State possession of such funds. That such condition was unforeseen, and could not, by reasonable diligent thought, have been included in the original budget; that the total amount of this amendment does not exceed 2.5% of the original budget. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN: SECTION 1. Based upon the findings of fact by the City Council set forth above the budget are needed as permitted by article 689a-15 and 689a-20 of the Texas Civil as well as other, more detailed factual information presented to this body, the Council finds that there exists public necessity of the expenditure of these funds. The Council hereby authorizes the expenditure of all funds from the City of Georgetown Bicentennial Log Cabin Account. SECTION 2. The Council further finds that certain changes in the budget are needed as permitted by article 689a-15 and 689a-20 of the Texas Civil Statures, which include the following: I. Transfer the Parks and Recreation Department (136) from the Community Services Division to the Public Works Division. (No increase in spending.) 2. Authorize the establishment of contingency budget arnendn�ent ordinance 1987/87 1paCe 1 of 3 accounts in the following departments and divisions: Development and Planning Division Department) Coiranunity Services Division Airport Fund (Administration Fire Division (Administration (Administration Department) Department) Parks and Recreation Department (Note: None of the above involves any increase in spending.) 3.
