HomeMy WebLinkAboutORD 880280 - Amend Code of OrdORDINANCE NUMBER gg AN ORDINANCE AMENDING CHAPTER 18, PERSONNEL, OF THE CITY OF GEORGETOWN CODE OF ORDI- NANCES, SECTION 18-7, PERSONNEL RULES AND PROCEDURES ADOPTED BY REFERENCE; EFFECTIVE DATE., BY PROVIDING FOR THE ADOPTION OF A REVISED SET OF PERSONNEL RULES AND PROCE- DURES APPLICABLE TO ALL EMPLOYEES OF THE CITY OF GEORGETOWN, TEXAS; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; PROVIDING A SEVERABILITY CLAUSE; AND SETTING AN EFFECTIVE DATE. WHEREAS, under the provisions of the Charter of the City of Georgetown, TX Article II Section 2.16 mandates the Council to establish a personnel policy by ordinance; and WHEREAS, the City Council of the City of Georgetown, TX finds that an annual review of the personnel policy should be completed; and WHEREAS, the City staff has prepared the review and recommended modifications and revisions to the personnel policy; and WHEREAS, the Council has determined that the adoption of this ordinance is imperative for the orderly and timely implementation of the personnel policy; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS: SECTION I All the facts recited in the preamble of this ordinance are hereby found by the Coun- cil to be true and correct and are incorporated by reference herein and expressly made a part hereof, as if copied herein verbatim. SECTION II That Chapter 18, Personnel, of the City of Georgetown Code of ordinances, section 18-7., Personnel Rules and Procedures adopted by reference; effective date., is hereby amended to read as follows: The Revised Personnel Rules and Procedures, a copy of which is filed in the office of City Secretary and incorporated herein by reference for all purposes, are hereby adopted and put in full force and effect as of September 1, 1988, which shall be the "effective date" of this section. SECTION III That the City Manager is hereby authorized to organize the Personnel P'olicy in a form appropriate for general distribution and to make whatever grammatical and technical changes as may be necessary for the organization, printing and distribution of said Policy; provided, however, that the City Manager shall not be authorized to make any substantive changes in the Personnel Policy. SECTION IV All ordinances, or parts of ordinances, in conflict herewith are hereby repealed. If any section, paragraph, clause, phrase or provision of this Ordinance shall be adjudged invalid or held unconstitutional, the same shall not affect the validity of this Ordinance as a whole or any part or provision thereof other than the part so declared to be invalid or unconstitutional. SECTION VI This ordinance shall become effective September 1, 1988 after its adoption on second and final reading by the City Council of the City of Georgetown, Texas.
