HomeMy WebLinkAboutORD 890479 - Strategic Plan Eco DevORDINANCE NUMBER AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, TO AMEND THE ADOPTED STRATEGIC PLAN FOR ECONOMIC DEVELOPMENT, PROVIDING A REPEALING CLAUSE AND SETTING AN EFFECTIVE DATE. WHEREAS, the City Council did, on July 11, 1989, adopt the Strategic Plan for Economic Development as the Century Plan Functional Plan for Economic Development WHEREAS, the adopted Century Plan - Policy Plan does allow for amendments to the adopted elements of the Century Plan by a majority plus one vote of the City Council; WHEREAS, the adopted Strategic Plan for Economic Development is found to contain some Objectives which are out of date; and WHEREAS, the City Council finds that this action implements Economic Development Policy 1 of the Century Plan - Policy Plan Element, and is not found to be inconsistent or in conflict with any other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the Policy Plan. NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT* Section One. All of the facts recited in the preamble to this Ordinance are hereby found by the City Council to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. Section Two. The Strategic Plan for Economic Development, attached as Exhibit A and made a part of this Ordinance, is hereby amended as described below. These amendments are shown in bold in the text of the Plan attached as Exhibit A. 1) Industrial Development Objective 1* the completion date of June 1989 shall be replaced by June 1990. 2) Industrial Development Objectives 2 and 3* the completion dates of June 30, 1989, shall be replaced by June 30, 1990. 3) Industrial Development Objective 7* the completion date of July 31, 1989, shall be replaced by July 31, 1990. 4) Industrial Development Objective 9* the "Department of Commerce" shall be replaced by the "Texas Department of Commerce". 5) Commercial Development Objective 1* the completion date of June 1989 shall be replaced by June 1990. 6) Commercial Development Objectives 2 and 6: the completion dates of June 30, 1989, shall be replaced by June 30, 1990. 7) Commercial Development Objective 5s the completion date of July 31, 1989, shall be replaced by July 31, 1990. 8) Agribusiness Objective l: the completion date of July 1, 1989, shall be replaced by July 1, 1990. Section Three. Any resolution, ordinance, or provision thereof in conflict with the amendments set forth in this Ordinance are hereby repealed to the extent of any such conflict. Section Four. STRATEGIC PLAN FOR ECONOMIC DEVELOPMENT MISSION STATEMENT: To ensure that Georgetown becomes the most economically vital city under 50,000 population in Texas through pro -active economic development efforts. Economic Development priorities shall receive the public and private resources necessary for the enrichment of the local economy. Economic vitality includes the creation of prosperity for our citizens and ensures opportunities for full employment for the underemployed. The creation of new jobs in manufacturing, agriculture, retail and service businesses will provide the basis for a healthy, rewarding, high quality of life for all who choose to live and work in Georgetown. I. DEVELOPMENT AREAS A. INDUSTRIAL DEVELOPMENT GOAL: To enhance the community's ability to attract, support, and develop businesses producing products and/or services which generally are exported from the community. OBJECTIVE 1: Implement a plan to identify target industries on an annual basis. Target industries to be identified by June 30 of each year beginning in June, 1990. OBJECTIVE 2: Develop and maintain a current inventory of buildings and sites (updated semi-annually). Initial comprehensive inventory to be complete by June 30, 1990. OBJECTIVE 3: Recruit user for Summey building by June 30, 1990. OBJECTIVE 4: Provide highly visible developed sites with appropriate zoning and utilities by July 31, 1990. OBJECTIVE 5: Assist in identifying and providing sources of capital for expansion of existing industry. OBJECTIVE 6: Assist local industry in identifying available labor force. OBJECTIVE 7: Develop a system of communication, in conjunction with the Chamber of Commerce for ongoing contact with existing local industry by July 31, 1990. OBJECTIVE 8: Identify needed support industries for existing local on an ongoing businesses and assist in recruitment of them basis. OBJECTIVE 9: Develop a closer relationship with Georgetown "allies" including Lone Star Gas, Lower Colorado River Authority, Texas Utilities, Georgetown Railroad, Pedernales Electric Co-op, GTE, Brazos River Authority and. the Texas Department of Commerce. OBJECTIVE 10: Create the mechanism for reinvestment zones, industrial zones and secure state approval of an enterprise zone by July 1, 1990. COMERCIAL DEVELOPMENT GOAL: To enhance the community's ability to support businesses offering products and/or services which generally are utilized within the community. C. OBJECTIVE 1: Implement a plan to identify target businesses on an annual basis. Target businesses to be identified by June 30, of each year beginning June 1990. OBJECTIVE 2: Develop and maintain a current inventory of commercial sites. Initial comprehensive inventory to be completed by June 30, 1990. OBJECTIVE 3: To move toward a healthy occupancy rate of local commercial space by January 1, 1995 (recognizing that a healthy occupancy rate is 80-8S%). OBJECTIVE 4: Develop a promotional plan to encourage businesses and shoppers to purchase needed products and services locally. OBJECTIVE S: Develop a system of communication in conjunction with the Chamber of Commerce for ongoing contact with existing local businesses by July 31, 1990. OBJECTIVE 6: For existing businesses, to aid and support local businesses by implementing the business retention and expansion plan as developed by the Texas Department of Commerce by June 30, 1990. COMMUNITY DEVELOPMENT GOAL: To enrich the social, cultural, political, educational, environmental and economic climate to ensure -the general health and well-being of individuals and families who live and work within the community. OBJECTIVE 1: Develop a plan for utilization of rivers and lakes to provide entertainment and recreational attractions for local citizens and tourists. Implementation of plan to begin January 1, 1990. OBJECTIVE 2• In institutions, develop of the full potential enriching educational university level and community as well as continuing education cooperation with local educational a program to assist in the development of each citizen through programs opportunities K-12; education at the continuing education of the broader a program to facilitate training and for employees of local businesses. OBJECTIVE 3: Develop in cooperation with county and state agencies a long range transportation plan which will support commercial and industrial development in Georgetown. Initial plan to be complete by January 1, 1990. OBJECTIVE 4: Develop, in cooperation with the City, a plan to continue to ensure availability of a wide range of affordable housing options for citizens of Georgetown. Implementation of plan to begin by January 1, 1990. OBJECTIVE 5: Establish with City and County agencies goals for public safety, sanitation, emergency response, and fire protection services for our citizens. Adoption of goals by January 1, 1990. OBJECTIVE 6: Provide assistance, where feasible, to local businesses for compliance with state and federal laws in areas of water quality, community right to know laws, air quality, etc. in order to minimize compliance orders from state and federal agencies. OBJECTIVE 7: Establish goals for the expansion and maintenance of community parks and recreational facilities. Goals to be adopted by January 1, 1990. OBJECTIVE 8: Encourage development of retirement living in Georgetown. OBJECTIVE 9: Develop a plan to provide utilities (water, waste water, electricity, telephone, etc.) for the facilitation of industrial -and commercial development as appropriate for Georgetown. Plan to be implemented by June 30, 1990. OBJECTIVE 10: Encourage the adoption of policies for the annexation of business properties within the Georgetown ETJ in instances where clear benefits exist for involved business owners and the city. D. TOURISM GOAL: To attract out of town guests to visit attractions and historic sites within the community who will, during their visit, stay in the local motels and buy products and services offered by the community. OBJECTIVE le Explore ways to promote additional special events in order to encourage overnight guests. OBJECTIVE 2: Provide a suitable location for meetings related to small and medium sized (up to 200 participants) conventions. OBJECTIVE 3: Develop an ongoing community education program to inform Georgetown residents of the value of tourism and convention activity in our community. OBJECTIVE 4: Identify ongoing activities in Georgetown which may offer opportunities for out-of-town guests to visit overnight. E. AGRIBUSINESS GOAL: To support the production and distribution of agricultural products (incoming and outgoing). OBJECTIVE 1: Promote the development of a Georgetown area livestock sales facility by July 1, 1990. OBJECTIVE 2: Promote processing and distribution of regionally produced agricultural products. OBJECTIVE 3: Identify target agricultural (such as bio -tech R & D) which may be attracted Georgetown or successfully developed locallye businesses to
