AN ORDINANCE ADOPTING THE STRATEGIC PLAN FOR
ECONOMIC DEVELOPMENT AS A CENTURY PLAN
FUNCTIONAL PLAN PURSUANT TO SECTION 1.08 OF
THE CITY CHARTER; DEFINING THE FORCE AND
EFFECT THEREOF; AMENDING CHAPTER 19 1%2
"COMPREHENSIVE PLAN" OF THE CODE OF
ORDINANCES OF THE CITY OF GEORGETOWN;
AMENDING APPENDIX C, "GEORGETOWN CENTURY
PLAN" OF THE CODE OF ORDINANCES OF THE CITY
OF GEORGETOWN; AND SETTING AN EFFECTIVE DATE.
WHEREAS, the City Charter of the City of Georgetown was
amended by vote of the people in April 1986 such that
comprehensive planning was established as a continuous and
ongoing governmental function; and
WHEREAS, said City Charter now states that a revised
comprehensive plan containing the City Council's policies for
growth, development, and beautification of land within its
jurisdiction shall be adopted by April 1988; and
WHEREAS, the City Council did, on March 8, 1988, adopt the
Georgetown Century Plan Policy Plan as the Comprehensive Plan for
the City pursuant to Section 1.08 of the City Charters and
WHEREAS, the City Charter, Section 1.08, Subsection 2,
requires that the comprehensive plan "include, but not be limited
to . . an economic element for commercial and industrial
development and redevelopment. "; and
WHEREAS, the City Council did on February 23, 1988, adopt a
Resolution creating the Economic Advisory Board to "develop an
overall strategy for the utilization of all the available
resources within the City and its planning area" and to "advise
the Council and recommend goals and objectives regarding how the
City of Georgetown may best assure healthy economic growth;" and
WHEREAS, the Economic Advisory Board and the Strategic Plan
Sub -Committee did meet from April 1988 through February 1989 and
did create the Strategic Plan for Economic Development and
related documents; and
WHEREAS, said Strategic Plan was presented to the City
Council and the community on February 28, 1989; and
WHEREAS, the Strategic Plan for Economic Development was
adopted by Resolution of the City Council on June 2, 1989, and
WHEREAS, the City Council finds that this action implements
Economic Development Policies 1, 3, 4, and 5; Education Policy 1;
Facilities and Services Policy 1; Governmental Affairs Policy ly
Growth and Physical Development Policy 4; Housing Policy 1;
Recreation and Cultural Affairs Policy 2; Transportation Policy
1; and Utilities Policies 3 and 5 of the Century Plan - Policy
Plan Element, and is not found to be inconsistent or in conflict
with any other Century Plan Policies, as required by Section 2003
of the Administrative Chapter of the Policy Plan; and
WHEREAS, the Georgetown City Council finds that the
Strategic Plan for Economic Development shall be adopted as the
Century Plan Functional Pian for Economic Development of the City
of Georgetown in compliance with Section 1.08, Subsection 2 of
the Georgetown City Charter;

THEREFORE,
BE IT
ORDAINED
CITY
OF
GEORGETOWN,
TEXAS,
THAT:
Section One.
BY THE CITY COUNCIL OF THE
All of the facts recited in the preamble to this Ordinance are
hereby found by the City Council to be true and correct, and are
incorporated by reference herein and expressly made a part
hereof, as if copied verbatim.
Section Two.
1) The following document, titled Strategic Plan for Economic
Development, attached as Exhibit A and made a part of this
Ordinance, shall from the effective date of this Ordinance
be the Century Plan Functional Plan for Economic Development
for the City pursuant to Section 1008, Subsection 2 of the
City Charter.
2) The Mission Statement and goals set forth in the document
entitled Strategic Plan for Economic Development are hereby
adopted as legally binding. The objectives contained in the
Strategic Plan for Economic Development shall not be legally
binding.
3) All documents listed above, other than the Mission Statement
and goals set forth in the Strategic Plan for Economic
Development, shall not be legally binding, but shall act as
guidelines for implementation of the Functional Plan for
Economic Development.
4) The Functional Plan for Economic Development shall be
implemented in accordance with the Administrative procedure
in Chapter Four of the Policy Plan Element of the Century
Plan adopted on March 8, 1988°
5) All future development, both public and private, shall be in
conformity with the adopted Century Plan for Economic
Developments
6) Chapter 19 1/2, Comprehensive Plan "Century Plan", of the
Code of Ordinances of the City of Georgetown is hereby
amended by adding the following subsection.
Section 19 1/2, Subsection 2: Adoption of the Functional
Plan for Economic Development
In accordance with Chapter 1.08, Subsection 2 of the
Georgetown City Charter, the City Council of the City of
Georgetown has adopted that certain document entitled the
"Georgetown Century Plan Functional Plan for Economic
Development9° for the purposes of directing the City Council,
staff, and commissions in rendering actions and resolutions
relating to the utilization of all the available resources
within the City and its Planning Area for the purpose of
developing and maintaining a healthy economic growth. This
document, the same which may be amended from time to time,
is located in Appendix C of the Georgetown City Code.
7) Appendix C, Georgetown Century Plan, of the Code of
Ordinances of the City of Georgetown is hereby amended by
adding the Functional Plan for Economic Development.
8) The effective date of the Functional Plan for Economic
Development shall be midnight of the date upon which this
Ordinance is approved upon final reading.

OBJECTIVE 9: Develop a closer relationship with
Georgetown "allies" including Lone Star Gas, Lower Colorado
River Authority, Texas Utilities, Georgetown Railroad,
Pedernales Electric Co-op, GTE, Brazos River Authority and
the Department of Commerce.
OBJECTIVE 10: Create the mechanism for reinvestment
zones, industrial zones and secure state approval of an
enterprise zone by July 1, 1990.

OBJECTIVE 4: Develop a promotional plan to encourage
businesses and shoppers to purchase needed products and
services locally.
OBJECTIVE 5: Develop a system of communication in
conjunction with the Chamber of Commerce for ongoing contact
with existing local businesses by July 31, 1989.
OBJECTIVE 6: For existing businesses, to aid and
support local businesses by implementing the business
retention and expansion plan as developed by the Texas
Department of Commerce by June 30, 1989.

in areas of water quality, community right to know laws, air
quality, etc. in order to minimize compliance orders from
state and federal agencies.
OBJECTIVE 7: Establish goals for the expansion and
maintenance of community parks and recreational facilities.

OBJECTIVE 8: Encourage development of retirement
living in Georgetown.
OBJECTIVE 9: Develop a plan to provide utilities
(water, waste water, electricity, telephone, etc.) for the
facilitation of industrial and commercial development as
appropriate for Georgetown. Plan to be implemented by June
30, 1990.
OBJECTIVE 10: Encourage the adoption of policies for
the annexation of business properties within the Georgetown
ETJ in instances where clear benefits exist for involved
business owners and the city.
