HomeMy WebLinkAboutORD 890159 - Emergency ParkingLAS AN ORDINANCE PROVIDING FOR A TEMPORARY TIME LIMIT ON PARKING TO THIRTY MINUTES IN THE CITY PARKING LOT LOCATED AT NINTH AND MAIN STREETS; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A PENALTY FOR VIOLATIONS UP TO $200.00; PROVIDING FOR PUBLICATION AND SETTING AN EFFECTIVE DATE: WHEREAS, the City of Georgetown, Texas will hold its General City Election on Saturday, May 6, 1989 with one of the polling places being Fire Station No. 1, located at Ninth and Main Streets; and WHEREAS, Mayfair will also be held in the downtown area on this date; and WHEREAS, the City Council of the City of Georgetown, Texas recognizes the need to provide adequate parking for registered voters; and WHEREAS, the City Council has determined that prompt action should be taken to implement this regulation and therefore an emergency exists NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS THAT: SECTION I. The City Council of the City of Georgetown, Texas hereby finds and determines that the recitals set forth above are true and correct and are incorporated herein and expressly made a part hereof, as if copied verbatim. SECTION II. It shall be unlawful for any person to leave standing or parked, any vehicle for a period of more than thirty (30) minutes in the city parking lot located at Ninth and Main Streets; and each successive thirty (30) minute period that a vehicle shall be left continuously parked in such parking lot shall constitute a separate offense. SECTION III. This ordinance shall be effective beginning at 6e30 a.m., and shall remain in effect until 7:00 p.m. on Saturday, May 6, 1989. SECTION IV. If any section, paragraph, clause, phrase, or provision of this Ordinance shall be adjudged invalid or held unconstitutional, the same shall not affect the validity of this Ordinance as a whole or any part or provision thereof other than the part so declared to be invalid or unconstitutional. That any person violating any provision of this ordinance shall be deemed guilty of a misdemeanor, and upon conviction thereof, shall be punished by a fine of not more than $200.00. Each thirty minute period a violation shall continue shall be deemed a separate offense. SECTION VI. This Ordinance establishes an emergency for the immediate preservation of public peace and the privilege to vote for all qualified voters, and therefore shall take effect immediately upon its publication within ten days after passage as provided for in Sections 2.10 and 2.11 of the Charter of the City of Georgetown, Texas. SECTION VII. Upon passage the City Secretary shall cause this ordinance's caption to be published within ten (10) days in the newspaper of general jurisdiction and this ordinance shall become effective immediately upon its publication.
