In the event any section, paragraph, subdivision, clause, phrase, provision, sentence or part of this Ordinance or the application of the same to any person or circumstance shall for any reason be adjudged invalid or held to be unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate the remainder of this ordinance which shall be given full force and effect. SECTION IV. Upon final passage the City Secretary shall cause this ordinance's caption to be published in the newspaper of general jurisdiction and this ordinance shall become effective 10 days after its publication.
