I AN ORDINANCE ADOPTING A BUDGET OF THE ENSUING FISCAL YEAR BEGINNING, OCTOBER 1, 1990, AND ENDING SEPTEMBER 31, 1991, IN ACCORDANCE WITH ARTICLE 689A-13, ET. SEQ. OF THE REVISED STATUES OF TEXAS AND HOME RULE CHARTER FOR THE CITY OF GEORGETOWN, TEXAS. APPROPRIATING THE VARIOUS AMOUNTS THEREOF AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH. WHEREAS, the City Manager of the City of Georgetown has submitted to the City Council a proposed budget ("Proposed Budget and a copy Budget1°) of the revenues of said City and expenses of conducting the affairs thereof and providing complete financial plan for the ensuing fiscal year, beginning October 1, 1990, and ending September 30, 1991, and which said Proposed Budget has been complied from detailed information obtained from the several departments and offices of the City; and WHEREAS, the City Council has received said City Manager's Proposed Budget and a copy of such Proposed Budget and all supporting schedules have been filed with the City Secretary of the City of Georgetown; and WHEREAS, in accordance with article 689A-13 et. seq. of Texas Revised Civil Statutes, notice was published for a public hearing to be held on August 28, 1990, concerning such proposed budget; and such hearing was held on that date, where all interested persons were given an opportunity to be heard for or against any item or amount there; and WHEREAS, the City Council of the City of Georgetown is of the opinion that the Proposed Budget should be approved and adopted as the City's Budget for the ensuing fiscal year; NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Georgetown, Texas, that: SECTION I. The Proposed Budget of the revenues of the City of Georgetown and expenses of conducting the affairs thereof, providing a financial plan for the ensuing fiscal year beginning October 1, 1990, and ending September 30, 1991, as submitted to the City Council by the City Manager of said city, and the same is in all things adopted and approved as the budget of the current revenues and expenses as well as fixed charges against said City for the fiscal year beginning October 1, 1990, and ending September 30, 1991. A copy of the Budget is attached hereto as Exhibit A, and incorporated by reference herein. SECTION II. That the sum of $5,438,029 is hereby appropriated out of the General Fund for payment of expenditures and transfers out of the General Fund. SECTION III. That the sum of $521,453 is hereby appropriated out of the Interest and Sinking Fund for the purpose of paying the interest and principal due on General Obligation Debt. SECTION IV. That the sum of $19,256,782 is hereby appropriated out of the Utility Fund for the payment of expenditures and transfers out of the Utility Fund. SECTION V. That the sum of $1,560,124 is hereby appropriated out of the Interest and Sinking Fund for the purpose of paying the accrued interest and making the principal payment as the same mature on the Utility System Revenue Debt. SECTION VI. That the sum of $540,700 is hereby appropriated out of the Airport Fund for the payment of expenditures and transfers out of the Georgetown Municipal Airport Fund. SECTION VII. That the sum of $603,100 is hereby appropriated out of the Internal Service Fund for the payment of expenditures of the Internal Service Fund. SECTION VIII. That the sum of $4,046,658 is hereby appropriated out of the Special Revenue Fund for payments of expenditures of the Special Revenue Fund. SECTION IX. That the sum of $546,335 is hereby appropriated out of the General Capital Projects Fund for the payment of expenditures of the General Capital Project Fund. SECTION X. That the sum of $8,028,401 is hereby appropriated out of the Utility Capital Projects Fund for payment of expenditures and transfers out of the Utility Capital Projects Fund. SECTION XI. That the sum of $100,000 is hereby appropriated out of the Storm Drainage Fund for payment of expenditures and transfers out of the Storm Drainage Fund. SECTION XII. All ordinances in conflict herewith are hereby repealed. SECTION XIII. If any section, paragraph, clause, phrase, or provision of this Ordinance shall be adjudged invalid or held unconstitutional, the same shall not affect the validity of this Ordinance as a whole or any part or provision thereof other than the part so declared to be invalid or unconstitutional. SECTION XIV. This ordinance shall become effective upon adoption of its second and final reading by the City Council of the City of Georgetown, Texas.
