HomeMy WebLinkAboutORD 91-21 - Redistricting Council BoundariesORDINANCE No. ', f' OMAN 9 • -' WHEREAS, the United States Census Bureau determined the population of the City of Georgetown in April 1990 to be 14,482; WHEREAS, the population of the current single member districts was not evenly distributed among each of the seven districts; due to the significant population growth within Georgetown between 1980 and 1990; WHEREAS, the City Council of the City of Georgetown employed redistricting consultants and attorneys experienced in districting matters and appointed a committee to prepare single member district plans for the selection by the City Council; WHEREAS, the Redistricting Committee has prepared three plans for the Council's review, known as plans 7A, 8, and 9, and these plans have been available for public inspection and copying from July 16th to the present; WHEREAS, notices were published in the local newspaper inviting the public to attend public hearings to submit their own plans and make comments regarding the type of plan they would like; WHEREAS, the City held public hearings May 14 - May 23, 1991 to obtain comments from citizens and to receive any maps from the citizens; WHEREAS, the Redistricting Committee selected three plans to present to the public and to the City Council; WHEREAS, the Redistricting Committee held public hearings July 16, - July 23, 1991, to receive comments and suggestions from the public regarding plan 7A, 8 and 9; WHEREAS, after review of all the plans, considering input provided by the public, the Council finds that Plan No. 9 (renumbered as Plan 11) best serves the City of Georgetown as its single member district plan: WHEREAS, the City Council has found that this action implements Governmental Affairs Policy 2 of the Century Plan - Policy Plan Element, which states: "The City will encourage all Redistricting Plan ordinance No. r1F ,e7 k Page 1 of 3 citizens to actively participate in governmental functions"; and WBEEREAS, the City Council has found that this action is not inconsistent or in conflict with any other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the Policy Plan; OW, THEREFORE, BE ITORDAINED BY 'E CITY COUNCIL OF OF i ': i . SECTION 1 The facts and recitations contained in the preamble of this ordinance are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. Plan No. 11 is hereby adopted as the single member district plan for the City of Georgetown, Texas and is attached hereto as Exhibit "A". SECTION 3 Upon final reading, the City Attorney is directed to submit this plan to the Justice Department for approval. [ltI All ordinances and resolutions, or parts of ordinances and resolutions, in conflict with this Ordinance are hereby repealed, and are no longer of any force and effect. SECTION 5 If any provision of this ordinance or application thereof to any person or circumstance, shall be held invalid, such invalidity shall not affect the other provisions, or application thereof, of this ordinance which can be given effect without the invalid provision or application, and to this end the provisions of this ordinance are hereby declared to be severable. SECTION 6 The Mayor is hereby authorized to sign this ordinance and the City Secretary to attest.
