WHEREAS, the City Council of the City of Georgetown, Texas ordered an election to
be held on Saturday, May 4, 1991, for the purpose of electing the following officials:
Four (4) members of the City Council, District Nos. 1, 3, 4, and 5;
WHEREAS, the City Council has investigated all matters pertaining to said election,
including the ordering, giving notice, holding and making returns of said election; and
WHEREAS, the election officers who held said election have duly made the returns of
the results thereof and said returns have been duly delivered to said City Council; and
WHEREAS, it appears from said returns, duly and legally made, that there were cast at
said election 675 valid and legal votes; that each of the candidates received the following
votes:

WHEREAS, the City Council of the City of Georgetown has determined that this
Ordinance must be passed on an emergency reading to allow the Council Members to take office
in a timely manner,
NOW, THEREFORE, BE IT ORDAINED BY TEE CITY COOUNCIL OF THE CITY OF
GEORGETOWN
that:
SECTION I. The City Council officially finds and determines that said election was, duly called;
that proper notice of said election was given in accordance with law; that said election was held
in accordance with law; and that returns of the results of said election have been made and
delivered, and that the City Council has canvassed said returns, all in accordance with the law
and the Ordinance calling said election.
SECTION H. The City Council officially finds and determines that Jane Voltz was elected as
Council Member for District 3; and Mike McMaster was elected as Council Member for District
�s , �. Furthermore, said parties are hereby declared duly elected to said respective offices, subject
,,,�' to the taking of their oaths of office as provided for by the laws of the State of Texas and the
Charter of the City of Georgetown, Texas.
SECTION III. The City Council officially finds and determines that because a majority of votes
in Districts 2 and 5 were not cast for any one particular candidate, and in accordance with
Section 3.09 of the Georgetown City Charter, a majority is required, therefore, the City Council
cannot declare any candidate as the elected council member for either of those districts. A run.
off election will be held.
SECTION IV. This Ordinance establishes an emergency due to the need for these Council
Members to take office in a timely fashion and in accordance with the provisions of the Election
Code of the State of Texas and the Charter of the City of Georgetown, and therefore shall take
effect immediately upon passage by a favorable vote of not less than a majority plus one of the
Council Members qualified in serving.
