WHEREAS, the Texas Department of Transportation recently conducted speed studies
on State Highway 29 (University Ave.) through the City of Georgetown; and
WHEREAS, these studies indicate that certain speed limit adjustments within the existing
speed zone are warranted at this time; and
WHEREAS, the City Council of the City of Georgetown, Texas, hereby finds that a
necessity exists for modification of existing speed limits in the area along certain portions of
State Highway 29 (University Ave.), as hereinafter described;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY

SECTION 1. The facts and recitations contained in the preamble of this ordinance are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
ordinance implements Transportation Policy 1 of the Century Plan - Policy Plan Element, which
states: "The City will encourage a transportation system that provides for the safe and efficient
movement of traffic, promotes the economic interests of the community, and adequately serves
the personal needs of individuals", and further finds that the enactment of this ordinance is not
inconsistent or in conflict with any other Century Plan Policies, as required by Section 2.03 of
the Administrative Chapter of the Policy Plan.
SECTION 2. Section 10.12.020 of the Code of Ordinances of the City of Georgetown,
Texas is hereby amended to read as follows:
"10,12,020 State Highway 29.
It is determined upon the basis of an engineering and traffic investigation that the prima
facie maximum speed limit on those portions of State Highway 29 routed in the City is as stated
in this section, which prima facie maximum speed limit is effective at all times, and signs will
be erected giving notice of the prima facie maximum speed limit so declared:
A. For eastbound traffic:
1. Beginning at the west City Limits of Georgetown at milepoint 9.962 to milepoint
10.895, a distance of 0.933 miles, a prima facie maximum speed limit of 55 miles per hour,
2. From milepoint 10.895 to milepoint 11.105, a distance of 0.210 miles, a prima facie
maximum speed limit of 50 miles per hour,
3. From milepoint 11.105 to milepoint 11.600, a distance of 0.495 miles, a prima facie
maximum speed limit of 40 miles per hour,
4. From milepoint 11.600 to milepoint 22.366, a distance of 1.015 miles, a prima facie
maximum speed limit of 35 miles per hour,
5. From milepoint 22.366 to milepoint 22.779, a distance of 0.413 miles, a prima facie
maximum speed limit of 40 miles per hour,
6. From milepoint 22.779 to milepoint 22.996, a distance of 0.217 miles, a prima facie
maximum speed limit of 50 miles per hour,
7. From milepoint 22.996 to the east city limit of Georgetown at milepoint 24.151, a
distance of 1.145 miles, a prima facie maximum speed limit of 55 miles per hour."
8. School Speed Zone (Eastbound). Beginning at milepoint 22.028 to milepoint 22.217,
a distance of 0.189 mile, a prima facie maximum speed limit of 20 miles per hour when flashing.
B. For westbound traffic:
1. Beginning at the east city limit of Georgetown at milepoint 24.151 to milepoint 22.996,
a distance of 1.145 miles, a prima facie maximum speed limit of 55 miles per hour.
2. From milepoint 22996 to milepoint 22.779, a distance of 0.217 miles, a prima facie
maximum speed limit of 50 miles per hour,
3. From milepoint 22.779 to milepoint 22.366, a distance of 0.413 miles, a prima facie
maximum speed limit of 40 miles per hour,
4. From milepoint 22.366 to milepoint 11.600, a distance of 1.015 miles, a prima facie
maximum speed limit of 35 miles per hour,
5. From milepoint 11.600 to milepoint 11.105, a distance of 0.495 miles, a prima facie
maximum speed limit of 40 miles per hour,
6. From milepoint 11.105 to milepoint 10.895, a distance of 0.210 miles, a prima facie
maximum speed limit of 50 miles per hour,
7. From milepoint 10.895 to the west city limit of Georgetown at milepoint 9.962, a
distance of 0.933 miles, a prima facie maximum speed limit of 55 miles per hour,
S. School Speed Zone. (Westbound) Beginning at milepoint 22.217 to milepoint 22.028,
a distance of 0.189 miles, a prima facie maximum speed limit of 20 miles per hour when
flashing.
SECTION 3. All ordinances and resolutions, or parts of ordinances and resolutions, in
conflict with this Ordinance are hereby repealed, and are no longer of any force and effect.
SECTION 4. If any provision of this ordinance or application of it to any person or
circumstance, is held to be invalid, the remainder of the ordinance which can be given effect
without the invalid provision or application shall applied as valid and is hereby declared to be
severable from the invalid portion.
SECTION 5. The Mayor is hereby authorized to sign this ordinance and the City
Secretary to attest. This ordinance shall become effective and be in full force and effect in (10)
ten days on and after publication in accordance with the provisions of the Charter of the City of
