AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, PROVIDING FOR THE EXTENSION OF
CERTAIN BOUNDARY LIMITS OF THE CITY OF GEORGETOWN,
TEXAS, AND THE ANNEXATION OF CERTAIN TERRITORY
CONSISTING OF: A PORTION OF THE PROPOSED PARK MEADOW
WEST SUBDIVISION, APPROXIMATELY 4.7 ACRES LOCATED IN THE
VICINITY OF THE SOUTHEAST CORNER OF WILLIAMS DRIVE AND
LAKEWAY BOULEVARD, AND A PORTION OF THE FIRST BAPTIST
CHURCH PROPERTY, APPROXIMATELY 15.4 ACRES LOCATED
SOUTH OF SH29 AND EAST OF THE INTERSECTION WITH D.B.
WOOD ROAD, AS DESCRIBED IN EXHIBIT A OF THIS ORDINANCE,
WHICH SAID TERRITORY LIES ADJACENT TO AND ADJOINS THE
PRESENT BOUNDARY LIMIT OF THE CITY OF GEORGETOWN,
TEXAS AND NOT BEING A PART OF ANY INCORPORATED AREA;
PROVIDING FOR SERVICE PLANS; REPEALING CONFLICTING
ORDINANCES AND RESOLUTIONS; INCLUDING A SEVERABILITY
CLAUSE; AND ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Georgetown, Texas, may under the Charter
of said City, Section 1.06, annex areas as allowed by State law; and
WHEREAS, notices of two (2) public hearings were published according to law in a
newspaper having general circulation in the City of Georgetown, Texas, and in the herein
described territory to be annexed not more than twenty (20) days nor less than ten (10) days prior
to those hearings; and
WHEREAS, two public hearings by the City of Georgetown, Texas, where all interested
persons were provided with an opportunity to be heard on the proposed annexation of certain
tracts of land located in Williamson County, Texas, including the following tracts described in
Exhibit A of this ordinance: A 4.7 ACRE PORTION OF THE PROPOSED PARK MEADOW
WEST SUBDIVISION, LOCATED IN THE VICINITY OF THE SOUTHEAST CORNER OF
WILLIAMS DRIVE AND LAKEWAY BOULEVARD DESCRIBED AS TRACT 1 - PARK
MEADOW WEST TRACT, AND A 15.4 ACRE PORTION OF THE FIRST BAPTIST
CHURCH PROPERTY, LOCATED SOUTH OF SH29 AND EAST OF THE INTERSECTION
WITH D.B. WOOD ROAD DESCRIBED AS TRACT 2 - FIRST BAPTIST CHURCH TRACT;
were held, the first being on the 28th day of March, 1995, and the second being on the 11th day
of April, 1995; and

WHEREAS, at such public hearings, a proposed service plan was presented to and
discussed by the Council and all interested persons; and
WHEREAS, such public hearings were held not more than forty (40) nor fewer than
twenty (20) days prior to the institution of these proceedings; and
WHEREAS, the total corporate area of the City of Georgetown, Texas, on the 1st day
of January, 1995, was 9,577 acres; and
WHEREAS, the population of the City of Georgetown, Texas includes approximately
18,800 inhabitants; and
WHEREAS, all of the herein -described property lies within the extraterritorial jurisdiction
of the City of Georgetown, Texas; and
WHEREAS, the herein-describedproperty lies adjacent and contiguous to the City of
Georgetown, Texas; and
WHEREAS, all notices and other prerequisites of state law and the City Charter have
been complied with;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this ordinance are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
ordinance implements the following policies of the Century Plan - Policy Plan Element:
1. Environmental and Resource Conservation Policy 1, which states: "The Physical
attributes that make Georgetown attractive are protected"; and
2. Growth and Physical Development Policy 1, which states: "Land use patterns within
the City provide economic, cultural, and social activities to all residents, businesses and
organizations"; and
3. Growth and Physical Development Policy 2, which states: "The City's regulations
implement the policy statements and provide the opportunity to seek change with
reasonable effort and expense"; and

4. Growth and Physical Development Policy 3, which states: "Annexations procedures
and standards benefit the community";
and further finds that the enactment of this ordinance is not inconsistent or in conflict with any
other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the
Policy Plan.
SECTION 2. The City Council of the City of Georgetown hereby annexes: A 4.7 ACRE
PORTION OF THE PROPOSED PARK MEADOW WEST SUBDIVISION, LOCATED IN
THE VICINITY OF THE SOUTHEAST CORNER OF WILLIAMS DRIVE AND LAKEWAY
BOULEVARD DESCRIBED AS TRACT 1 - PARK MEADOW WEST TRACT, AND A 15.4
ACRE PORTION OF THE FIRST BAPTIST CHURCH PROPERTY, LOCATED SOUTH OF
SH29 AND EAST OF THE INTERSECTION WITH D.B. WOOD ROAD DESCRIBED AS
TRACT 2 - FIRST BAPTIST CHURCH TRACT, as described in Exhibit A of this ordinance,
which contains maps, descriptions, and the service plans for the tracts.
SECTION 3. The annexation fees for voluntary annexation are hereby waived.
SECTION 4. All ordinances and resolutions, or parts of ordinances and resolutions, in
conflict with this Ordinance are hereby repealed, and are no longer of any force and effect.
SECTION 5. If any provision of this ordinance or application thereof to any person or
circumstance, shall be held invalid, such invalidity shall not affect the other provisions, or
application thereof, of this ordinance which can be given effect without the invalid provision or
application, and to this end the provisions of this ordinance are hereby declared to be severable.
SECTION 6. The Mayor is hereby authorized to sign this ordinance and the City
Secretary to attest. This ordinance shall become effective and be in full force and effect in (10)
ten days on and after publication in accordance with the provisions of the Charter of the City of
Georgetown.

21.7 ACRE FIRST BAPTIST CHURCH TRACT
Being a portion of that 21.7 acre tract known as First Baptist Church that has not already been
annexed by the City of Georgetown; generally, that tract being out of and a part of the Joseph
Pulsifer (A-498) and Isaac Donagan (A-178) Surveys; said 21.7 acre tract being comprised of:
(A) 12.54 acres conveyed to First Baptist Church in Volume 1261, Page 128, and (B) 9.16 acres
conveyed to First Baptist Church in Volume 2171, Page 354 of the Williamson County, Texas
land records; a part of said tract having been previously annexed into the City of Georgetown
(Ordinance 86-59), said City Limits line being parallel to and a distance of at or near 250' south
from the centerline of State Highway 29. The portion of said tract to be annexed described in
more detail below.
BEGINNING, for a POINT OF BEGINNING hereof, at the southeastern corner of the 9.16 acre
part of said First Baptist (2171/354); said corner being at or near a southwestern corner of said
Joseph Pulsifer Survey and at or near a southeastern corner of said Isaac Donagan Survey; said
corner also lying at or near the northern line of the Joseph Thompson Survey (A-608); and said
corner lying in common with a northern line of a tract conveyed to Jay L. Wolf (Volume 422,
Page 84 of the Williamson County, Texas land records); thence proceeding as follows:
1. THENCE continuing in a southwesterly direction along the southern line of said 9.16 acre
part of First Baptist (2171/354), which lies in common with a northern line of the Wolf
tract and is a segment of the southernmost line of the said 21.7 acre First Baptist Church
tract, and also lies at or near a southern line of the Donagan Survey and at or near a
northern line of the Thompson Survey; to the westernmost southern corner of said First
Baptist, this corner being in common with the southeasternmost corner of a tract conveyed
to Church of Christ of Georgetown (Volume 1971, Page 858 of the Williamson County,
Texas land records);
2. THENCE leaving the northern line of Wolf and the Thompson Survey, and continuing
in a northerly direction along the westernmost line of said First Baptist (2171/354), this
line being in common with the eastern line of said Church of Christ and being the
westernmost line of said 21.7 acre First Baptist Church tract; to a point on the First
Baptist western line which lies in common with the southern line of the existing
Georgetown City Limits (Ordinance 86-59);
3. THENCE leaving said Church of Christ and proceeding in an easterly direction along the
southern line of the existing Georgetown City Limits through the interior of said 9.16 acre
First Baptist (2171/354), this City Limits line being parallel to and a distance of at or near
250' south from the centerline of State Highway 29; to the eastern line of First Baptist,
this line lying in common with the western line of the 12.54 acre part of the First Baptist
Church tract (1261/128), and also being at or near the eastern line of the Donagan Survey
and at or near the western line of the Pulsifer Survey;

4. THENCE leaving the 9.16 acre part of said First Baptist Church (2171/354) and the
Donagan Survey, and proceeding in an easterly direction along the southern line of the
existing Georgetown City Limits through the interior of the said 12.54 acre part of First
Baptist (1261/128), this City Limits line being parallel to and a distance of at or near 250'
south from the centerline of State Highway 29; to the eastern line of said First Baptist
(1261/128), which lies in common with the western line of Legend Oaks, Section 2, Lot
6 (Cabinet I, Slide 269 of the Williamson County, Texas land records);
5. THENCE leaving the southern line of the existing Georgetown City Limits and continuing
in a southeasterly direction along the eastern line of the said 12.54 acre part of First
Baptist (1261/128), this line lying in common with the western line of Legend Oaks,
Section 2, Lot 6 and being the easternmost line of the said 21.7 acre First Baptist Church
tract; to the southeastern corner of said 12.54 acre First Baptist, which lies at or near the
southwestern corner of said Lot 6, and also lies at or near a northern line of the
Thompson Survey and at or near a southern line of the Pulsifer Survey,
6. THENCE leaving said Legend Oaks and proceeding in a southwesterly direction along
the southern line of said 12.54 acre First Baptist (2171/354), this line being in common
with a northern line of the Jay L. Wolf tract and being a segment of the southernmost line
of the said 21.7 acre First Baptist Church tract, and said line being at or near the southern
line of the Pulsifer Survey and at or near the northern line of the Thompson Survey; and
proceeding back to the POINT OF BEGINNING.

CITY OF GEORGETOWN, TEXAS
ANNEXATION SERVICE PLAN
Introduction
This service plan has been prepared in accordance with Texas Local Government Code,
Chapter 43 - Municipal Annexation. This requires that the service plan provide for the extension
of full municipal services to the area to be annexed by any of the methods by which it extends
services to any other area of the municipality.
Police Protection
Regular and routine patrolling of streets, responses to calls, and other police services will be
provided upon the effective date of the annexation.
Fire Protection and Code Enforcement
Fire protection and prevention services are currently being provided to the area through an
agreement with Williamson County. These services will continue to be provided to the area upon
the effective date of the annexation. Upon the effective date of the annexation, the City Code
Enforcement Officer will periodically patrol streets in the area to ensure that all properties are
in conformance with City Code.
Solid Waste Collection
Solid waste collection and disposal services will be provided upon the effective date of the
annexation, in accordance with the rates, terms and conditions contained in the City Code.
Water Service
Water lines will be extended in accordance with City policy. The City has a Utility Expansion
and Improvement Policy, which is attached to this service plan.
Sewer Service
Wastewater lines will be extended in accordance with City policy. The City has a Utility
Expansion and Improvement Policy, which is attached to this service plan.
Maintenance of Roads, Streets, and Drainage
Roads, streets and drainage facilities dedicated to the public will be maintained according to City
Code and policy upon the effective date of the annexation.
Street Lighting
Street lighting will be made available upon the effective date of the annexation, upon request of
the property owners, in accordance with City Code and policy.

Parks and Recreation
Parks and recreation facilities dedicated to the public will be maintained according to City Code
and policy upon the effective date of the annexation. Recreation services will be provided to all
residents in accordance with the rates, terms and conditions contained in the City Code.
Planning and Zoning
Upon the effective date of the annexation, the planning and zoning jurisdiction of the City will
extend to this area. The area will be zoned A (Agricultural), unless otherwise approved through
regular procedures.
Inspection Services
All inspection services, including building, electrical, plumbing, etc., provided by the City will
be extended to the area upon the effective date of the annexation.
Library Services
Library services will be provided to all residents in accordance with the rates, terms, and
conditions contained in the City Code upon the effective date of the annexation.
Other Services
Other services provided by the City, such as animal control, court, and general administration,
will be made available upon the effective date of the annexation, in accordance with the City
Code and policies.
Utility Expansion and Improvement Policy
City Ordinance Number 900444, a Utility Expansion and Improvement Policy, guides the
planning, design, construction, operation, and maintenance of all utility system improvements,
including water, wastewater and electrical service.

AN ORDINANCE ADOPTING A UTILITY EXTENSION AND
IMPROVEMENT POLICY TO GUIDE THE PLANNING,
DESIGN, CONSTRUCTION, OPERATION, AND
MAINTENANCE OF ALL UTILITY SYSTEM IMPROVEMENTS
WHEREAS,
the
City of Georgetown, Texas, is committed to
providing utility
services in a manner that is
beneficial to
present and future
rate -payers;
WHEREAS,
it is
recognized that the extension
of utilities is
a major factor
in
the timing and direction of
urban growth;
WHEREAS, the City Council of the City of Georgetown, Texas,
adopted the following Ordinances which establish the policies by
which water and wastewater services will be extended and
improved: 83-28 on August 29, 1983, and incorporated in the
Subdivision Ordinance; and 86-50 on November 25, 1986;
WHEREAS, the City Council of the City of Georgetown, Texas,
adopted Ordinance 870110 on March 24, 1987, which establishes the
policies by which electrical service will be installed and
provided;
WHEREAS, the existing utility extension and improvement
policies should be updated from time -to -time and conditions set
forth by which they can be modified; and
WHEREAS, the City Council finds that this action implements
the following Century Plan - Policy Plan Policies: Finance
Policies 1 and 2. Growth and Physical Development Policy 2, and
Utilities/Energy Policies 3 and 5; the Community Development Goal
of the Strategic Plan for Economic Development; and Policy
5/Goals A, B, and D, Policy 6/Goal A/Ongoing Objectives 1 and 2,
Policy 8/Goal A/Short Range Objective 8, Policy 9/Goal B/Short
Range Objective 1, Policy 18, and Policy 19 of the Century Plan -
Development Plan. The City Council further finds that this
action is not inconsistent or in conflict with any adopted
Century Plan Policies or Goals, as required by Section 2.03 of
the Administrative Chapter of the Policy Plan.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF GEORGETOWN, TEXAS THAT:
Section One.
All of the facts recited in the preamble to this Ordinance
are hereby found by the City Council to be true and correct, and
are incorporated by reference herein and expressly made a part
hereof, as if copied verbatim.

This policy shall apply to improvements to the City of
Georgetown's Utility Systems, which encompass both existing
system upgrades and system expansion for treatment plant
capacity, utility line networks, and appurtenances. It is hereby
established as the official policy of the City of Georgetown that
all Utility System improvements shall be planned, designed,
constructed, operated, and maintained such that
A) Upgrades of existing infrastructure and system
extensions in close proximity to existing utility
networks shall be preferred to excessive line
extensions and expansion of the system outside the
established and approved utility service area.
B) Priority shall be assigned to projects which provide
the greatest benefit as measured by the size in acres
of the land to be served and the level of capacity to
be provided.
C) System improvements which promote the retention and/or
creation of long term jobs shall receive greater
emphasis over projects which produce only temporary or
no lasting employment results.
D) Improvement programs which support and compliment the
City's adopted economic and industrial development
objectives shall receive preference.
E) Projects which increase property values and retail
sales are preferred.
F) Project capacity should be able to accommodate
projected demand for a ten (10) year period.
G) Improvements that will achieve shorter build -out times
and will initially satisfy higher levels of projected
ultimate demand capacity are favored.
H) Infrastructure programs designed to simplify
construction, operation, and maintenance are preferred.
I) There exists the potential for the City to recapture
100 percent of all non -reimbursed City expenditures.
J) Participation by owners of benefiting property is
strongly encouraged.
K) Incentive for up -front participation:
Enter into contract
Guarantee capacity availability for ten (10) years
Interest free for first three (3) years

ANNEXATION SERVICE PLAN
15.4 ACRE PORTION OF THE FIRST BAPTIST CHURCH PROPERTY
Introduction
This service plan has been prepared in accordance with Texas Local Government Code,
Chapter 43 - Municipal Annexation. This requires that the service plan provide for the extension
of full municipal services to the area to be annexed by any of the methods by which it extends
services to any other area of the municipality.
Police Protection
Regular and routine patrolling of streets, responses to calls, and other police services will be
provided upon the effective date of the annexation.
Fire Protection and Code Enforcement
Fire protection and prevention services are currently being provided to the area through an
agreement with Williamson County. These services will continue to be provided to the area upon
the effective date of the annexation. Upon the effective date of the annexation, the City Code
Enforcement Officer will periodically patrol streets in the area to ensure that all properties are
in conformance with City Code,
Solid Waste Collection
Solid waste collection and disposal services will be provided upon the effective date of the
annexation, in accordance with the rates, terms and conditions contained in the City Code.
Water Service
Water lines will be extended in accordance with City policy. The City has a Utility Expansion
and Improvement Policy, which is attached to this service plan.
Sewer Service
Wastewater lines will be extended in accordance with City policy. The City has a Utility
Expansion and Improvement Policy, which is attached to this service plan.
Maintenance of Roads, Streets, and Drainage
Roads, streets and drainage facilities dedicated to the public will be maintained according to City
Code and policy upon the effective date of the annexation.
Street Lighting
Street lighting will be made available upon the effective date of the annexation, upon request of
the property owners, in accordance with City Code and policy.

Parks and Recreation
Parks and recreation facilities dedicated to the public will be maintained according to City Code
and policy upon the effective date of the annexation. Recreation services will be provided to all
residents in accordance with the rates, terms and conditions contained in the City Code.
Planning and Zoning
Upon the effective date of the annexation, the planning and zoning jurisdiction of the City will
extend to this area. The area will be zoned A (Agricultural), unless otherwise approved through
regular procedures.
Inspection Services
All inspection services, including building, electrical, plumbing, etc., provided by the City will
be extended to the area upon the effective date of the annexation.
Library Services
Library services will be provided to all residents in accordance with the rates, terms, and
conditions contained in the City Code upon the effective date of the annexation.
Other Services
Other services provided by the City, such as animal control, court, and general administration,
will be made available upon the effective date of the annexation, in accordance with the City
Code and policies.
Utility Expansion and Improvement Policy
City Ordinance Number 900404, a Utility Expansion and Improvement Policy, guides the
planning, design, construction, operation, and maintenance of all utility system improvements,
including water, wastewater and electrical service.

AN ORDINANCE ADOPTING A UTILITY EXTENSION AND
IMPROVEMENT POLICY TO GUIDE THE PLANNING,
DESIGN, CONSTRUCTION, OPERATION, AND
MAINTENANCE OF ALL UTILITY SYSTEM IMPROVEMENTS
WHEREAS,
the
City of Georgetown, Texas, is committed to
providing utility
services in a manner that is
beneficial to
present and future
rate -payers;
WHEREAS,
it is
recognized that the extension
of utilities is
a major factor
in
the timing and direction of
urban growth;
WHEREAS, the City Council of the City of Georgetown, Texas,
adopted the following Ordinances which establish the policies by
which water and wastewater services will be extended and
improved: 83-28 on August 29, 1983, and incorporated in the
Subdivision Ordinance; and 86-50 on November 25, 1986;
WHEREAS, the City Council of the City of Georgetown, Texas,
adopted Ordinance 870110 on March 24, 1987, which establishes the
policies by which electrical service will be installed and
provided;
WHEREAS, the existing utility extension and improvement
policies should be updated from time -to -time and conditions set
forth by which they can be modified; and
WHEREAS, the City Council finds that this action implements
the following Century Plan - Policy Plan Policies: Finance
Policies 1 and 2, Growth and Physical Development Policy 2, and
Utilities/Energy Policies 3 and 5; the Community Development Goal
of the Strategic Plan for Economic Development; and Policy
5/Goals A, B, and D, Policy 6/Goal A/Ongoing Objectives 1 and 2.
Policy 8/Goal A/Short Range Objective 8, Policy 9/Gaal B/Short
Range Objective 1, Policy 18, and Policy 19 of the Century Plan -
Development Plan. The City Council further finds that this
action is not inconsistent or in conflict with any adopted
Century Plan Policies or Goals, as required by Section 2.03 of
the Administrative Chapter of the Policy Plan,
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF GEORGETOWN, TEXAS THAT:
Section One.
All of the facts recited in the preamble to this Ordinance
are hereby found by the City Council to be true and correct, and
are incorporated by reference herein and expressly made a part
hereof, as if copied verbatim.

Section Two.
This policy shall apply to improvements to the City of
Georgetown's Utility Systems, which encompass both existing
system upgrades and system expansion for treatment plant
capacity, utility line networks, and appurtenances. It is hereby
established as the official policy of the City of Georgetown that
all Utility System improvements shall be planned, designed,
constructed, operated, and maintained such that
A) Upgrades of existing infrastructure and system
extensions in close proximity to existing utility
networks shall be preferred to excessive line
extensions and expansion of the system outside the
established and approved utility service area.
B) Priority shall be assigned to projects which provide
the greatest benefit as measured by the size in acres
of the land to be served and the level of capacity to
be provided.
C) System improvements which promote the retention and/or
creation of long term jobs shall receive greater
emphasis over projects which produce only temporary or
no lasting employment results.
D) Improvement programs which support and compliment the
City's adopted economic and industrial development
objectives shall receive preference.
E) Projects which increase property values and retail
sales are preferred.
F) Project capacity should be able to accommodate
projected demand for a ten (10) year period.
G) Improvements that will achieve shorter build -out times
and will initially satisfy higher levels of projected
ultimate demand capacity are favored.
H) Infrastructure programs designed to simplify
construction, operation, and maintenance are preferred.
I) There exists the potential for the City to recapture
100 percent of all non -reimbursed City expenditures.
J) Participation by owners of benefiting property is
strongly encouraged.
K) Incentive for up -front participation:
